The image displays a graphic representing "The Black Vault," an online database of declassified government documents. On the left, a stylized image of a bank vault door is depicted, with intricate locking mechanisms and a glowing blue light. To the right of the vault, text explains that the document was obtained from The Black Vault and is housed in the MKULTRA/Mind Control Collection, a compilation of declassified CIA documents. The text also provides a URL for online access to the collection. There are no photographs, handwritten annotations, stamps, forms, diagrams, tables, or redactions visible in this image.

The document is a declassified typewritten memorandum dated May 5, 1953, with handwritten annotations at the top. The annotations include "4/B/4, 14/19" and "H-B/3 copy 3 of 3", indicating a filing system and copy number. There are also small black ink smudges and what appear to be redacted areas with a messy, scribbled black marker covering parts of the top margin. The text within the memorandum discusses Project ARTICHOKE and the need for control and secrecy in its research. There are no images of people, locations, equipment, or experimental procedures visible.
The document is a typewritten report page with handwritten annotations. There are two numbered sections: "5. CONCLUSION:" and "6. RECOMMENDATIONS:". Section 5 discusses the need for the agency to establish and maintain rigid standards for project control. Section 6 recommends that the agency attempt to establish "an" (the subsequent text is obscured by redaction) whose endowment and personnel stem from the agency, stating that this would serve project and allied agency needs with complete control, legal performance, and appropriate cover. Handwritten notes "H-B/3" are present on the left side of the page. Additionally, a handwritten "A" and "Chief, Medical Staff" with a circling annotation appear below the recommendations. A "Distribution" section lists copy numbers and a "NO File" designation. The bottom of the page is heavily redacted and includes page numbering "-2-".
