To the right of the vault, bold white text in a scratchy font reads "THE BLACK VAULT", also outlined in blue. Below this header, white text on a black background provides a disclaimer about the document's origin from "The Black Vault" and its inclusion in the MKULTRA/Mind Control Collection, a compilation of declassified CIA documents. A yellow URL at the bottom directs viewers to download the collection. The letter is dated December 21, 1951, and is addressed to someone in Washington, D.C. There are several red-acted portions throughout the document, obscuring names and other details. A handwritten annotation at the top right of the page reads "A/B 5, 133/6". Another handwritten note appears to the left of the salutation, partially obscured by a redaction. A large "C" is stamped near the bottom left corner, and another similar stamp appears near the bottom center. A postscript references an enclosed prospectus for an upcoming conference. The overall appearance suggests a formal communication with sensitive information that has been partially obscured.
