It contains a table with columns for "Date of Original Authorisation," "Feriol Covered," "Time Extended," "Allotment Number," and "Amount of Obligation." One entry shows a date of "19 Aug 1960" with an allotment number and an amount of "21,827.10." There are handwritten annotations at the top right corner, including "12.0-1." The document also features a header that reads "MKOSERS CECK LIST." There are no photographs, diagrams, or obvious visual evidence of experimental procedures. Content is not redacted. The document is a memorandum with a typed header and body, dated December 5, 1966. It includes several handwritten annotations at the top right, specifically "120-1" and a circled "a" followed by a vertical line. There are also some dark, smudged redactions or obscured content present at the top right, bottom right, and mid-bottom of the page, one of which appears to be a stamp indicating "Chief, TSD/BF". The text confirms accounting for a sub-project within MKULTRA from January to December 1966, totaling $4,975.81. A large, handwritten "A" is present in the lower half of the page, possibly an initial or a form of classification. Several portions of the document are redacted, particularly at the bottom, obscuring further details. Additionally, there are some official markings, including a circled "O" and a number "120-1" in the upper right corner, along with what appears to be a stamp or seal near the bottom left. 1'>- Hl, 957.83 ,.,.459. 99 Fring~ nnn3fits at 7.691% %3.02 Supplies 170.89 10.65 Tel~ph•:irto £qui rm:!o,t l~i1p~it"S 56.29 l'ost3Jl.;:!. lt3. 20 ServicoG hu:chssad 4.0. 00 45.72 Pri.nt: in.?; 1:-Qo!w 12.9:) Tro:vt~l 5!•5. 68 Equip'-i'•'!rli; 380.00 NJecc llnn.,~O•ls 15.1•0 ~>/crhmvl <'t 1!~~~ J:~U:..;tL ! ' ~ ~ . )! /J (_ July3, 1964 Dear Sir: In my last r~po1·t on April 23, 1964 I pointed out that a considerable / 1 amount of non-expet·imental th the aid of funds received fro;n ~.Jt'becomes increasingly apparent, in orary- .pharmacology is not the collectiori_ of more data or the fonnulation of new hypotheses, but reformulation of older data and the development of methods by which neiv information can be readily compared and integrated wit_h the old. 'The major problem is data han-dling, not data ac.qui.s:i.tion. My last report indica ted hm-1 the trend of our research had be.:,-: · modified to take these ne~er problems into account: non-experimer t·.-:t work was deferred to permit developing a consistent view of the mode of action c-{ enesthetic agents, and a consistent view point on drug absorption, usinp, r:dLa already available. I should like to propose that these new follo',·ed and that the monies remaining in Fr-:·•1..1;1 ~ion funds ~ranted in my n:ame be used to Specifically, I propose investigatiQns in the follmo~ing areas: 1. Testing the hypothesis that human pha1:·macologi.cal data of heterogcn01.1S origins - and time and place of publicati.on - can be collected under the direction of a pharmacologist, pooled and re-analyzed statistically to yield data corrn-lcasurable wi.th those obtained by prospective, rather than retrospective, exp~rimental design. Case reports of drug intoxications and inadvertancics, for example, arc published frequently; ordinarily the pool of such repotts aro analyzed only qualitatively. He propose to investigate the possibiiity of quantitative analysis of S\tch data, to yield coherent quantitative descriptions of drug s;.·ndromes in man which could not: (conveniently, economically, ethically, or \~hat have you) be obtained by direct experimentation. 'ro the ext"ent that the hypothesis is confirmed, a large body of pharmac.ologic.<11 information that has already been collected can be made available and useable. 2. Using the descriptions of pharmacological efft\cts in man, obtained as in 1fl) and the results of prospective experin·.entation in hum.au. pharmacology, to l;legin a systematic studyJ?L~tJHL.c:ompa!ptive pharmacology of selected drug classes, most probably those which affect tho central nervous system, or the blood-forming organs, The ultimate perti.ncnce of animal experimentation to-predicting drug effects in man depends on acquiring a body o.f i.nformation about drug effects in man that permits quantitative comparison withthe effects obtained in animals. Such human pharmacological data_ as involves the effects This page is a financial report from January 1 to December 31, 1966, with some handwritten annotations and stamps. A handwritten number "120-1" is visible at the top right, and a large, dark redacted block obscures content to the right of the expenses table. Below the table, two more redacted blocks appear under "Prepared by:" and "Approved by:", along with a date stamp "February 27, 1967" and "UR 17 67". The bottom of the page includes a certification statement, followed by a handwritten "ADC" beneath a date field. The document is a financial report with handwritten annotations and official stamps. A handwritten annotation at the top right reads "120-1." A handwritten date "February 11, 1966" is present near the top. The report itself details expenditures from March 1, 1964, through December 31, 1965, with line items for personnel, supplies, and other expenses, totaling $6,981.02. A handwritten date "March. 1966" appears next to "Date:" and "Approved by:" is followed by a redacted black box. There are also three handwritten letters, "A," "B," and "C," in the bottom left corner. Portions of the document are obscured by black redactions, particularly near the "Prepared by:" section and the "Approved by:" section. which affect tho central nervous system, or the blood-forming organs, The ultimate perti.ncnce of animal experimentation to-predicting drug effects in man depends on acquiring a body o.f i.nformation about drug effects in man that permits quantitative comparison withthe effects obtained in animals. Such human pharmacological data_ as involves the effects of la.rge doses or the produc tion of "toxic effects" can be obtained only by systematic evaluation of published data. 3. Formulate explicit definitions -of phannacological te11ns which ~an permit precise a.nd unequivoc.al identifration of pharmacological phenomena and can' facilitate co:rrultunication among pharmacologists and between pharmacologists _and other sdentists. _ A brief revie\~ of the many present uses of words such as "synergism" and 11poter_tiation11 will quickly demonstrate the need for standardization of pharmacological nomenclat~1re, \\fork in Jj3 w:Ul be carried on both before
