Optimum design of impacting devices. _ b. Optimurn points of irnpact on skull or body for the specific e.ffects desired. c. Intensity of the blow for the e:'fect desired. 10.4 In regard to the potEmtialimpacting devices, there are certain design requsites that are apparent at this time: a. The irnpact should be delivered-~ithout advance warning. b. The area of impact and force distribution should be such that surface tra·Jllla does not occur. c. The intensity of the fo1·ce and impa,~ting its duration should be such as to obtain the desired effect. d. The device should be as small and as silent as possible. 10 • .5 The specific impacting devices might take the form of any of the following: a. A pancake type black-jack giving a high peak impact force with a low unit surface pressure. b. Concealed or camouflaged spring-loaded impacting devices that trigger upon contact. the head. ~-lith (Origin::.~.l nnd sole copy · • ac u r u rt ) - SEN ' _.:.INTELLIGENCE 'JU -4 Q. .. c. The annotations include circling of text, letters (B, C, H), and a circled "A" in the bottom left corner, possibly indicating an attachment or section. There are also handwritten numerals and symbols at the top right. The document contains several obscured sections of text, indicated by black redaction boxes. There is also a section at the bottom with official-looking stamps or headings such as "Distribution," "TSS/CD," and "1 - Chrono," and another entry referencing "TSS/Chemical Division," also with a handwritten date. A projectile type impacter such as an air gun using a small shot filled sack for a. projectile. d. An explosive pad detonated in contact with the head or the body. 10.6 Let us now consider the possibilities of exciting the resonance cavitation directly without impact. There is considerable evidence that resonance cavitation can be indt1ced directly in the following ways: a. A blast wave propagated in air. (B1ast Concussion) b. Physical excit::1.tion with a mechanical dt·iver O! horn, tuned to the resonant frequency of the head. 10.7 A single blast pressure wave propagated in air must have considerable intensity in order to produce brain concussion, however, there is considerable evidence (Carver & Dinsley) that mociification of the pressure wave c~n produce profound effects. 10.8 Excitation of Uie resonance cavitation by using a tuned driver at this time appears to be well to~ithin the relm of possibility. 'I'he neurotic-like manifestations normally associated with blast concussion could possibly.be induced by this method. Use of this met.hod,l;lo•.-~evcr, would require actual physical contact with the dri-o~ers. 10.9 Excitation of the resonance cavitation by tuned sound waves also appears to be a reasonable possibility. Concentration of the soun<; fi.eld at some remote point could be effected \.Jith accou.":>tical lenses ·and reflectors. The blast duration >·lOuld be in the order of a tenth of a second. Hasking of a noise of this duration should not be too dificult . 11.0 It would possibly be advantageous to establish the effectivness of both of the above methods as a tool in brain-wash therapy. A full knm~ledge of the ~r.ethod and the resulti:1g sequela should be of' aid to any person forced to submit to such treatment. 12.0 Possibly the most significant potential aspect of this study would be in -the development of practical menns of gi.ving a person inununity, even though temporary, to brain concussion. Cne technique that appears to have potentialities involves the introduction of a small quantity Qf gas, approxim.<>.tely 1 cc, into the spinal ccrd. 'l'his gas bubble would then nonnally migrate to the ventricles located· at the centrurn of the·brain. The ability of this bubble to expand under dynamic loading would be most effective in preventing resonance cavitation from occuring. (Original and sole copy :agg) -- . ------ This page is a typed memorandum with several handwritten annotations and official stamps. Redacted portions appear as black boxes, obscuring specific names and details. There are handwritten notations like "B", "C", "B, B", and "A" in the margins, likely referring to individuals, departments, or actions. Two signature lines with handwritten signatures and titles are visible at the bottom, indicating approval: "APPROVED: Chief, TSS/Chemical Division" and lines for "Research Director." The document is stamped "CONFIDENTIAL" at the top left and includes a classification marking "54-4" at the top right. The image is a photograph of a declassified CIA document labeled "TRANSMITTAL SLIP." The form contains handwritten annotations including a date of "27 Dec," a recipient indicated as "S.G. Arto And O," and a handwritten note in the "REMARKS" section which is partially redacted. There are also some marks in the "FROM" section which are obscured. The document appears to be a form for routing information or materials within the agency. 1 cc, into the spinal ccrd.
