CIA
This CIA document is a quarterly technical progress report from August 1 to October 31, 1971, detailing research on personnel incapacitation, including a report on electric current as an incapacitating agent and plans to review impact as an incapacitating agent.
This is one record. The archive holds the rest — ask it anything across the MKUltra files and every answer is cited to the page.

Since thei e appeared tC'I be very little in the way of 11brand new11 ideas for incapacitation, we sugges~ ted that a systems approach be used in which several groups or famili•.!S of techniques would be reviewed and reported on in as uniform a format as 'I -~ possibl!!. This approach will ultim~tely provide a matrix of information by means of which characteristics of different techniques can' be compared. Our main -emphasis will be on potential applications, physioi::'gical considerations and recommendations for future research. The first substant:.ve report entitled 11Electric Current as an Agent fol:' Person nel Inc.apacitadon, 1 was completed in October. An outline of the substantive ' portion of this report is appended. Electric current appears. to be a promising means of delivering a wide 5?ectrum of incapacitation to a single individual (or a few individuals). Application of the agent can be well controlled and i~ reasor.tably safe u:-lder appropriate conditions. The nE:xt subject ~.~rea to be reviewed will be impact and i~s application as an incapacitating age:o.t. Administrative Aspects l. A six-months no-cost extension of the project was granted on ZO Septemb~r 1971. The new completion date is 30 April 1972. This time extension, along \ with an acceleration of the substantive work of the program will allow c~Jmple- tion of the project within the ex.tendc,d time limit. The image is a digital rendering and not a scanned document. It features a graphic of a safe door on the left side, with a blue glow emanating from it. On the right side of the image, white text is displayed against a black background, with some of the text having a subtle blue glow. The text states that the document was obtained from "The Black Vault," an online database of declassified government documents, specifically housing the MKULTRA/Mind Control Collection. It also provides a URL for accessing this collection. There are no photographs, handwritten annotations, official stamps, forms, diagrams, tables, redactions, or visual evidence of experimental procedures present in this image; it is purely informational text and a graphic representation of a vault.

This document consists of typed text on aged paper, exhibiting a slightly yellowed and creased appearance with some staining. There are handwritten annotations in the top right and bottom right corners: a circled "191" at the bottom and a curved line in the top portion. The document also contains faint lines and possibly a drawing or symbol at the top. While there is no explicit visual evidence of experimental procedures or equipment, the text content discusses personnel incapacitation and technical progress reports related to a project.
The document is a page containing a table with financial data related to expenditures. The table is divided into "Quarter Amount" and "Cumulative Amount" with corresponding percentages. There are no photographs, handwritten annotations, signatures, stamps, diagrams, or visual evidence of experimental procedures. The page is numbered "-2-" at the bottom.
The document is an outline for a report titled "ELECTRIC CURRENT AS AN AGENT FOR PERSONNEL INCAPACITATION." It lists six main sections: Potential Applications, Physical Variables of Electric Current, Physiological Considerations, Other System Factors, Equipment State of the Art, and Recommendations. The "Physiological Considerations" section is further subdivided into eight different points, detailing the effects of electrical current on humans, skin resistance, thermal injuries, and current flow. There are no photographs, diagrams, stamps, or handwritten annotations visible on the page.
