In view of the extreme sensitivity and covert nature of this project, it is deemed advisable to route this project directly to you, rather than through the usual channels of the Project Directors Committee. Knowledge of this project should be restricted to the absolute minimum number of persons. This project is now entirely dependent because of the commission of irrelevant information in the title of a program developing in various areas of the Agency. It further appears that these unrelated interests are to be merged into a single project. These appropriate controls can be exercised. This will avoid confusion of our work and interest in this field. It is requested that this project be approved and authorization granted for the necessary funds as set forth in the attached estimates. I. Attached hereto: Memorandum of concurrence. II. The purpose of this project is to picture in the existing publications of interest, to the extent of the existing state of the art, of CIA activities. The trends will subject to review, rates, and limitations to the extent in the greatest real terms in international techniques. It is important that this project be utilized in such a way as considerable public and government interest has recently manifested itself in the use of information for interrogation and for personality control measures. These interests fall through the recent spurts including lunar and other related satellite. To create the team a doctor will also be referred and technicians will also be referred in order to provide for two teams it is proposed that two doctor-psychiatrists, two-photograph-hypnotists and two technicians be gathered under this project. In this manner one team will be available for medical service and another six months to the full team will be established. It is far preferable that the doctor-psychiatrists be set up in an office in Washington, D.C. will be available for interviewing, call-consolation, and in-observation purposes in the use of drugs and hypnotism. The doctors will be available for field service with the counter-provision included. All trained or in the field personnel will be consistent. The team personnel, when not on field assignment, will be utilized for defensive training or travel. Measured, monthly, and exceptional utilization in the application of drugs, hypnotism. This team just, as for the defensive use of O at the time of drugs and hypnotism. However, positive utilization of hypnotism will not be used until further experience in this field has been obtained and subject to approval of the following.
