It is from the Assistant Director for Scientific Intelligence to the Deputy Director, Plans, dated March 13, 1951, and concerns "Special Interrogations". At the bottom right corner, there is a large, roughly oval-shaped black redaction obscuring content, and another smaller redaction on the right side of the page.
