The page features a stylized graphic of a bank vault door with blue lighting, symbolizing security and hidden information. To the right of the vault, white text is superimposed on a black background, stating that the document originates from "The Black Vault," an online repository of declassified government records, specifically mentioning the MKULTRA/Mind Control Collection. The text further details that this collection contains over 20,000 declassified pages from the CIA and provides a web address for access. The overall design elements suggest a context of secrecy and the retrieval of sensitive, previously restricted information. There are no photographs, handwritten annotations, signatures, official stamps, forms, diagrams, tables, or visible evidence of experimental procedures on this page.
