Operations Under Consideration Pending Bureau approval, the Albany Division is considering a counterintelligence operation wherein black nationalists designated as targets will be exposed to the local police departments so that they may designate these individuals as targets also. The police departments can then issue a series of traffic tickets to the individual targets, of which the target's copy will be destroyed, until a backlog of "unpaid" tickets is accumulated and the issuance of an arrest warrant is necessary. It is planned that the warrant would be held in abeyance until such time as racial violence may appear imminent and information indicates that the target may be engaged in fomenting this violence. Investigation to date has revealed that the organization has not fom Led racial trouble in the past nor are there plans within the organi- zation to creat any racial violence in the future.
