The Bureau requests receiving offices to submit specific and concrete recommendations to exploit this situation. The Bureau considers significant certain actions taken by the New York Panthers which could be easily misconstrued by militants if conveyed to the proper parties with the following slant. 1. The closing of the BPP office on Nostrand Avenue in Brooklyn, New York, resulted from the Panthers fear of reprisals by other militant Negro groups. 2. The Panthers have become so unpopular that they are afraid to wear their uniforms. 3. The lack of proper security precautions by New York Panthers will open the door for Uncle Toms and "pig" informers to enter membership ranks. 4. The New York Panthers have been so effective in alienating the white community that honkies in the Peace and Freedom Party (PFP) have complained to Cleaver about New York Panthers. Any derogatory slogan regarding the BPP should have some deterent on BPP recruiting, but it is noted that the reference to zoologists could be offensive to Negroes in general. 3. Black Nationalist extremists seek to show an area in its most unfavorable light and to portray to the Negro the worst aspects of his plight in the ghetto. These extremists continue harping on the areas where the Negro is feeling the poorest and showing the least progress. It is felt that several of the following points could be pursued through various mediums available to state and national Chambers of Commerce: 1. Disseminating by various means to ghetto occupants of efforts of local police to cope constructively with law enforcement problems peculiar to ghetto areas; publishing police efforts and successes to effect better public relations with ghetto occupants, to staff ghetto areas with Negro policemen, and to seek rapport with Negro youth groups; publicize various true-to-life situations wherein various policemen properly and professionally handled difficult racial situations in ghetto areas with proper authority, respect, and sensitivity. 2. Publish and/or publicize various Negroes who have obtained entrepreneurships in the ghetto area which have assisted the area and the individual economically and professionally. 3. Publicize various Negro servicemen returning from Vietnam who have obtained good jobs commensurate with their experience and training especially any skills 2 254 JN 100-1166 obtained while in service which assisted them in obtaining this employment on their discharge; thereby enabling them to help themselves in the community as well as to reflect favorably on their military service. 4. Publicizing through promotion type advertising the availability and occupancy of better than average housing available for Negroes in various sections of the community; promoting Negro neighborhood improvement programs or contests whereby awards are given to the best improved neighborhood apartment building, housing unit, etc., thereby hoping to improve the ghetto area and accordingly the community. Additionally, the benefit hopefully would be an improvement in the morale and incentive of the occupants of the winning area or areas. Placing pressure through businessmen on the main community newspapers to give more adequate coverage of Negro activities and accomplishments; this would have a tendency to present Negro elements that are truly a part of the whole community and accepted in this regard. 5. Through various contacts in the white community emphasize to the white community that if a ghetto area exists in their community, it is a throw- back on the community in accordance with the axiom "A chain is as strong as its weakest length"; this could prompt the white community to
