PROJECT ANTI-RECIDIVISM (PAR) 2. STAND 3. BLACK PANTHER PARTY (BPP) All of the above are based in Jersey City. AI denotes inclusion in Newark Agitator Index. 1. PAR This organization is funded by the OEO and sponsored by the Jersey City Council of Churches in the sum of $191,548, principally from the Federal government. PAR is a program to rehabilitate ex-convicts; however, no reports have been made as of the end of May, 1968, as to the effectiveness of the program. It operates a residence in Jersey City for men just released from prison. The program furnishes food, clothing and counseling but very few men have been placed in jobs. ("Hudson Dispatch," morning daily newspaper, 5/27/68) 2. STAND is also very active in STAND, and may be running it. It is Newark's suggestion that the Bureau, through a liaison source with the office of the OEO, suggest that perhaps an accounting is in order for PAR by OEO to determine if the money paid by the government to PAR is being used to finance Black Nationalist groups that seek to foment discord in the black community and stir up racial discontent that may ultimately lead to riots or other forms of civil disorder. OEO to determine if the money paid by the government to PAR is being used to finance Black Nationalist groups that seek to foment discord in the black community and stir up racial discontent that may ultimately lead to riots or other forms of civil disorder. It is conceivable that the Federal government may be contributing, in a round about way, to the possible destruction of private property in urban areas, and the injuring of their police and other law enforcement officers. A letterhead memorandum on STAND was submitted to Bureau dated 9/11/68. On their face, PAR and STAND are legitimate, neighborhood groups publicly identified as being for the good and welfare of the black resident; and therefore, can- not be the object of an investigation to determine if funds are being misappropriated. There is no actual evidence of it, but the OEO, through what would appear to be a normal request, may be able to gain some knowledge of the ultimate distribution of its, PAR's, funds.
