Concerning information set out in referenced Bureau letter, based on the situation in Rochester, it is felt at the present time it would have no effect on the function of the BPP in this location. It is felt, however, that any opportunity to discredit leaders of the BPP would cause dissatisfaction among its membership. The situation in Rochester is currently such that there is no active BPP organization, and it does not present any threat of becoming a formidable organization. The organi- zation, since it was formed in the fall of 1968, when it had far more appeal in the Negro community, has since lost much of this appeal. It has done nothing tangible to forward the aims of the BPP. Buffalo will continue to follow the matter closely and keep the Bureau advised of its activity. Local informant coverage to date has failed to note the presence of hard feelings between [REDACTED] and [REDACTED]. It is felt, however, that there is a definite jealousy on the part of [REDACTED] and a resentment on [REDACTED] part to the fact that [REDACTED] has sent to Connecticut to establish a Chapter among [REDACTED]. The play for recognition on the part may be seen in the fact that [REDACTED] who made the press releases for the May 1, 1969, Free Huey demonstrations held at New Haven, Hartford and New London, Conn. The Overt activity on the part of [REDACTED] as well as the information provided [REDACTED] confirms the possibility that counterintelligence action at this time may be appropriate. Bureau permission is requested to make an anonymous telephone call from New Haven to National BPP Headquarters identifying the caller as a friend of [REDACTED] and alleging that [REDACTED] has been degrading [REDACTED], causing internal dissent in the State Chapter, not listening to the needs of the local negro population, and probably siphoning off party funds for his personal use. Leads were set out to determine whether BPP lead are publishing these coloring books as a project of National Headquarters. We are not authorizing that office to disseminate this information at this time pending coverage of the leads.
