The BPP is a notorious black extremist organization with headquarters in Oakland, California, which advocates use of guns and guerrilla tactics in its revolutionary program to end "oppression of the black man." The group advocates the killing of policemen and follows the doctrines of the Chinese communists. We have conducted a continuing counterintelligence program against this notorious group and have recently come into possession of copies of BPP letterhead, printed at national headquarters in Oakland, California. In addition, one page of this letterhead contains the signatures of the "Central Committee" of this group. At this time, several CIP proposals are being considered which necedssitiate the use of BPP letterhead. Prior to making recommendations concerning these proposals, it will be necessary to produce a supply of blank letterhead, including some copies with the signatures of these leaders. This has been coordinated with the Document Section of the Laboratory and the reproduction of the letterhead is feasible. Operations Under Consideration By communication dated 2/26/69 the Houston Division proposed counterintelligence measure directed against the Black Panther Party (BPP) which proposal dealt with directing a communication to the various BPP chapters requesting $500 be sent to a rented P.O. Box in Oakland, California. This proposal which required the obtaining and duplication of BPP letterhead stationery as well as other details is currently under consideration by the Bureau. II. Operations Being Effected No specific counterintelligence operation is currently being directed against the black nationalists-hate groups in the Houston Division. It is noted, however, that with the handling of well placed informants in the Houston Division, efforts to get any black nationalist organization of any sub- stance in the Houston Division has been controlled. In this regard, it is noted that the only black nationalist group currently operating in the Houston Division is the Nation of Islam and because of the number of informants currently utilized against this group they continue to have difficulties as regards finances and membership. III.
