We are calling for a suggested counterintelligence proposal concerning this. 248 TO GSA PPMR (8) n.s UNITED STATES GO INT Memorandium : Director, FBI (100-448006) FROM: SAC, New Haven (157-785) (P) SUBJECT: COUNTER INTELLIGENCE PROGRAM BLACK NATIONALIST-HATE GROUPS RACIAL INTELLIGENCE DATZ: 4/28/69 Re New Haven letter to Bureau, 4/10/69, and Bulet to San Francisco, 4/23/69. In accordance with Bureau instructions, the following information is set forth: 1. Operations Under Consideration: (a) Bureau authority is requested to mail, under anonymous cover, the attached open letter to selected Black businessmen in the Bridgeport, New Haven, Hartford, and Middletown, Conn., areas. It is felt that such a letter would have the effect of: 1.) Conveying a threat to the Black money structure which could eventually support the Black Panther Party (BPP) movement if it can ingratiate itself with the more affluent Black businessman; 2.) Prodding the moderate Negro businessman in the above areas into action with the legitimate civil rights organizations and anti-BPP groups in their respective areas; 3.) Creating a distrust within the BPP itself. By sending the letter unsigned, it would be difficult to attribute the composition to any one individual, since the statements contained therein are from several BPP public statements. If the BPP holds true to form, it should initiate its own investigation to attempt to determine which one or group of its members has embarked on this campaign without proper authority. ε Minimum security requirements considered for this program are: 1.) GONZALVEZ, Captain\nBPP, Connecticut, as saying that, \"it would be necessary to stop\ni the Mafia from bringing drugs into the black community. Similar action on the part of [REDACTED] could have far-reaching effects within the Connecticut chapter. (e) It would appear that the BPP, both on the national and local level, has no qualms about purging its leaders and rank and file members for violating the Party's code of conduct. The result of these actions could obviously -have many effects. If the BPP has gone on record in taking action against prominent members for alleged indiscretions or suspected informant activity, this propensity for action on the part of the party could conceivably be used against it by starting a rumor campaign against selected leaders and members. A detrimental effect of such actions could be the formation of splinter militant groups which could conceivably be more prone toward violence than the BPP. Admittedly, the group would be much smaller and lack national leadership. It could, however, be typically composed of the less intelligent and and more reationary individuals lacking the discipline imposed by the BPP. Informant coverage would be a monumental task: New Haven is following all reports of internal strife within the BPP. Those matters which can logically be persued will be brought to the attention of the Bureau by separate communications prior to initiation of any CI action against the BPP in this area. . 3. 251 ΜΗ 157-785 has been observed in New Haven on one plates, occasion operating a which were determined to be fictitious by Bureau Agents. Attempts to arrest hin for this violation by Now Haven Police Department, however, failed when patrol cars reached the scene to find the automobile had departed.
