Investigation being conducted by Milwaukee to determine identities of source grocery stores to determine amounts of contributions to BPP. It is recommended that copies of the Black Panther newspaper and copies of above newspaper [REDACTED] forwarded article listing statements by to contributing grocery stores. It is further recommended that the Cross Lutheran Church and other churches who may be approached by the BPP concerning the Breakfast for Children Program be furnished with copies of the Black Panther newspaper and the above article in order to make them aware of the true nature of the BPP. In addition, advise the Bureau of the security arrangements to be taken, to protect the Bureau as the source of the documents.- Interviews should be handled under: Substantive case captions and not as counterintelligence. For the future guidance of Milwaukee, only one counterintelligence proposal should be submitted in each communication. While no real organized "right-group" group in the area has any apparent strong public support, the two communities of Hazelwood and Florissant in St. Louis County have traditionally been fertile grounds for the John Birch Society, etc... The illustrations in Storm Warnings have been culled from a patriotic flyer called The American Revelation which is printed and distributed in Hazelwood. The purpose of Storm Warnings is to alert the reader to both the known and the relatively unknown agitators in the St. Louis area. It is sprinkled with factual inaccuracies and exaggerations in order to carry out the theme as a typical "right-winger" might write it, and also to eliminate any suspicion that any official investigating agency assisted in the preparation. involved in the BPP in Des Moines, Iowa, are attempting to secure space to be used as BPP headquarters, their former headquarters having been condemned by the city because of the extensive damage to the headquarters caused by an explosion in April, 1969. Sources have advised that the BPP in Des Moines has all but disintegrated during the summer months and has been involved in no activities. As for the BPP chapter in Omaha, this group has neither held regular meetings or been involved in any activity during the summer months. No counterintelligence accomplishments have been attained under captioned program since submission of referenced Omaha letter. Brennan 1 SUBJECT: COUNTERINTELLIGENCE PROGRAM BLACK NATIONALIST - HATE GROUPS RACIAL INTELLIGENCE BLACK PANTHER PARTY (BPP) This is to recommend that an anonymous telegram be sent to BPP headquarters from the Progressive Labor Party (PLP), which organization is engaged in a theoretical struggle with the BPP and was recently thrown out of the Students for a Democratic Society (SDS) for failure to support the BPP. The telegram will continue the strife existing between the three groups. The BPP is planning a conference called "The National Revolutionary Conference for a United Front Against Fascism" to be held from 7/18-21/69. They are attempting to solicit white groups to participate and, subsequently, cooperate with the BPP. At a recent New Left convention, members of the SDS voted to support BPP programs, as well as the forthcoming BPP conference. Considerable argument took place prior to this vote and SDS expelled the PLP because members of that organization did not want to support the BPP.
