The Indianapolis Chapter of the Black Panther Party (BPP) has in recent weeks been collecting or attempting to collect funds for the purpose of starting a Breakfast for School Children Program. At least one church has been contacted by the BPP in an attempt to obtain a place to have their breakfast program. The church advised the BPP that they would have to get the proper permits such as food handlers! permits, etc., if they wanted to use the church facilities. The church contacted was the which is about one block from BPP Headquarters. Inasmuch as they have contacted at least one church, it is felt they will continue to either get that church or one of the other churches near their headquarters. In referenced Bureau letter, the Bureau advised that certain articles were available for use as counterintelligence against the BPP. OPERATIONS UNDER CONSIDERATION No operations are currently under consideration. BPP meetings are currently being held to designate new leadership following a recent power struggle [REDACTED] and his followers and BPP members desiring new leader- ship. Detroit proposes utilizing the following counter- intelligence technique as a disruptive measure within the Detroit Black Panther Party (BPP). The counterintelligence technique would be in the form of an anonymous letter sent to a representative number of Detroit BPP leaders and members. This letter will be signed "A Concerned Sister" with the expectation that it will cause suspicion of a Detroit BPP leader, as the author of the letter. The letter will read as follows: "Dear Brothers and Sisters: "Who's next? You, me, who knows. Do you really believe Brother Baynham blew his brains The document is a typewritten FBI memorandum from SAC, Indianapolis, dated July 14, 1969, regarding a Black Panther Party Breakfast Program. There are no photographs of individuals, surveillance targets, facilities, or events. Handwritten annotations include marginalia next to the "FROM" line, a circled "2," a circled "3," and the date "6 JUL 2 3 1969" beneath a figure resembling a person. BACKGROUND ELIJAH MUHAMMAD, leader of the Nation of Islam, has written a scathing article regarding beards which appeared on Page 5 of the July 4, The document is a memorandum from the FBI's Seattle field office, dated July 14, 1969, regarding counterintelligence operations against the Black Panther Party (BPP). RECOMMENDATION St. Louis Division proposes that Chicago, who is office of origin for the NOI, prepare reprints of the above described article and mail it anonymously to all bearded Black Militants throughout the United States. At the top, there are two punched holes, commonly seen in older document filing systems. A dark, irregular, curved line resembling a bracket or annotation is present near the top left, and another similar marking is on the right side. There is a handwritten number "2 -" near the bottom center of the page, indicating it is page two of a document. The bottom of the page is obscured by a textured, dark band, possibly a redacted area or part of a binding. There are also a few small, scattered dots that could be ink marks or minor damage to the paper. The document is a memorandum from the FBI. It contains text describing a counterintelligence program targeting Black Nationalists and Hate Groups. There are handwritten annotations, including a circle around "Bureau (Encl. 3) (RM)" and a number "8" in the bottom right corner. A stamp with "REC-52" is visible, along with a date stamp "17 JUL 18 1969." There is also a handwritten note at the bottom right that reads "RACIAL INT (SE."
