It does not appear that this stationery would be currently in use by the BPP as some of the officials listed as members of the Central Committee no longer are members. You should obtain several blank pieces of the letterhead stationery presently in use by the BPP National Headquarters. On one type your proposed expulsion letter exactly as you desire it to appear. The signature will be added by the laboratory. Date the letter sufficiently far in advance to allow for time consumed in mailing to Bureau, preparation in the laboratory and mailing back to your office. A date two weeks in advance would probably be about right. Furnish several blank pieces of stationery for possible laboratory use. The letter you prepare will be reproduced by the laboratory after addition of the signature and sufficient copies will be run off for the mailing. You should advise as to the method that would ordinarily be utilized by BPP headquarters in reproducing the letter, i.e. Xeroxing or some other method. It is assumed that BPP headquarters would not type each letter separately in a mailing of this nature. Furnish FBI number of individual who will be shown as signer of the letter to facilitate locating fingerprint card of that person for signature comparison. Advice as to whether you desire each letter signed individually or whether only the "master letter" need be signed and the signature reproduced along with the text of the letter. As noted in referenced Omaha letter, the BPP in Des Moines, Iowa, is non-existent; and the BPP's successor in Omaha, United Front Against Fascism (UFAF), has only 8 to 12 members whose only activity to date has been the selling of "The Black Panther" BPP newspaper and the publication of a UFAF newsletter. In addition to this information, indications are that the UFAF is planning to start a liberation school at its headquarters in Omaha in the near future. EXT. 17 10 SD 100-14192 OPERATIONS BEING EFFECTED The Bureau-approved anonymous letter to head of the US organization in Los Angeles, along with the newspaper clipping has been mailed. No results have thus far been observed. Internal Revenue Service is continuing their investigation through the efforts of [REDACTED]. is continuing his efforts to determine if the US organization is in violation of income tax laws. Investigation is being conducted by both the San Diego Police Department Intelligence Unit and San Diego Police Department Forgery Detail concerning the purchase of [REDACTED]. For tangible results see following section of this letter. III. TANGIBLE RESULTS On 12/12/69, information concerning purchases of [REDACTED] were disseminated to the Intelligence Unit of the San Diego Police Department on a UACB basis. As a result, the [REDACTED] has established a surveillance of [REDACTED]. These surveillances are in effect as of the present time. It was also subsequently determined by the San Diego Office that the check which was submitted for payment, was paid for with a forged check in the name of [REDACTED]. In view of the fact that this activity of [REDACTED] encompasses a local crime, the information was disseminated to the Forgery Detail of the San Diego Police Department. That detail is currently conducting a joint investigation with the Intelligence Unit of the Police Department in an effort to identify the female who was with [REDACTED] who submitted the check for payment, and thereby obtain forgery warrants charging both the girl and [REDACTED]. It is also felt that the racial briefing sessions being given by the San Diego Division are affording tangible results for the Counterintelligence Program. Through these briefings, the command levels of virtually all of the police departments in the San Diego Division are being apprised of the identities of the leaders in the various militant groups! -2- SD 100-14192 If is felt that, although specific instances cannot be attributed directly to the racial briefing program, police officers are much more alert for these black militant individuals and as such are contributing to The document is a typed letter with handwritten annotations and redactions. Just prior to the raid on the headquarters of the BPP in San Diego on 11/20/69, the San Diego Police Department was advised of the extensive fortifications and sand-bagging effected at BPP headquarters. As a result the San Diego Police Department tactics concerning the raid were changed whereby two plainclothesmen initially gained entry into the headquarters after which they immediately brought in reinforcements. This tactic was used rather than storming the front of the building. As a result, no officers were injured and no exchange of gun fire resulted as may have been the case if the police department had not beenaware of the fortifications incorporated in the headquarters building. IV. DEVELOPMENTS OF COUNTER INTELLIGENCE INTEREST The situation in southeast San Diego remains quiet at the present time. Unconfirmed reports have been received that the US organization, particularly, is attempting to infiltrate and obtain members in the various black student council and black student union organizations on various campuses. Bureau approved information regarding the incorporation of US, Incorporated, has been furnished to [REDACTED] A Bureau-approved anonymous letter mailed to [REDACTED] concerning the white men who attended an US meeting. A Bureau-approved anonymous letter to [REDACTED] leader of the US organization, along with a newspaper clipping out of the BPP newspaper, has been prepared and mailed. III. TANGIBLE RESULTS On 11/4/69, local news media carried a story reflecting that State Senators and Representatives in California have launched a statewide investigation into the misappropriation of funds designated for the various state colleges. This investigation follows, within one week, information received from [REDACTED] . It is felt that the Bureau approved information furnished to [REDACTED] contributed greatly or was solely responsible for the above mentioned investigation presently being conducted by the state. As a result of the Bureau approved information being disseminated to the Internal Revenue Service, that department is conducting investigation of the US Organization to determine if they are in compliance with existing income tax! laws. - 2 - 14 SD 100-14192 Information concerning the possibility of US headquarters being bombed on the weedend of 8/30/69, was furnished to the San Diego Police Department prior to the actual bombing.
