The Baltimore Office feels that the use of anonymous letters to various members and leaders of each group in the Baltimore area would not serve any purpose at this time since a gap has already been established between the two groups and since the BPP leadership is in a state of confusion at this time. . COUNTER INTELLIGENCE PROGRAM - BLACK NATIONALIST HATE GROUPS RACIAL INTELLIGENCE Investigation within the Baltimore Division has indicated that members of the SDS and members of the Black Panther Party (BPP) have been making efforts to cooperate with each other, presenting the problem of a possible coalition between these two extremist groups. As a counter intelligence move aimed directly at both of these groups the following move is suggested and Bureau authority is requested to implement this action: BPP sources of the Baltimore Office should be directed to suggest or imply to BPP members that the SDS consists of a corps of elite white chauvinistic students of upper middle class who would like to exploit the militant potential and strength of the BPP and other extremist groups; that is, they should suggest to the Panthers that the SDS will talk of violent actions and may provide lip service, funds, and materials (such as weapons) but the SDS is basically a cowardly, honky group, which is striving to get the BPP to do the dirty work thus exposing Panthers to needless danger. It is believed that if the above program is instituted that a wedge can be successfully driven between the SDS and the BPP and will put an end to their recently commenced honeymoon.
