MESSAGE FROM THE DIRECTOR TO ALL LAW ENFORCEMENT OFFICIALS MILLIONS OF COLLEGE STUDENTS are returning to campuses throughout the country to begin the fall semester. They represent both the hope and the shape of the future. From the standpoint of educational opportunities and intelligence, they are far better equipped than any preceding gea- eration to participate constructively in develop- ing solutions to the many complex problems con- fronting our Nation. It can be expected that most of these young people will fulfill the promise they represent to us. In so doing. they will join hands with the millions of Americans of good will who actively seck meaningful solutions to our social life. If our joint progress in this regard is impeded and de- terred, much of the trouble will come from a growing band of self-styled revolutionaries whe are using college campuses as a base for their destructive activities. This comparatively small group of arrogant, hard-core militants have con- tempt for the inajority and our democratic proc- esses. They regard themselves as the nucleus of an elite dictatorial ruling class of the future. These extremists openly avow that their aim is to overthrow the existing order. Under the guise of academic freedoms and freedom of speech, they profess to seek a dialog, when actually what they seck is a confrontation with established au- thority to provoke disorder. Through these con- frontations, they expect to smash first our educa- tional structure, then our economic system, and finally our government itself. It is vitally important to recognize that these militant extremists are not simply faddists or "college kids" at play. Their cries for revolution and their advocacy of guerrilla warfare evolve out of a pathological hatred for our way of life and a determination to destroy it. The workshops they hold on sabotage and how to use it to further their objectives are grim forebodings of serious intent. This New Left movement, as it is known, is growing both in numbers and varied forms of violence.

Last spring, major disorders 'precipi- tated by the revolutionary adherents of the move- ment occurred on a number of college caimpuses. In the violent uprising at Columbia University, militant students and outsiders took over several buildings and committed senseless and deliberate destruction. The incident triggered similar dis- turbances on other campuses. Changes may be necessary and improvements in any institution can be made, but this is not the way to do it. Encouraged by their "success" at Columbia, the anarchists in the New Left movement are boldly spreading the word that they intend to "create two, three, many Columbias," in the manner of one of their "heroes," Che Guevara, the Cuban revolutionary who cried "create two, three, many Vietnams!" The main thrust of the New Left moveinent arises from the concerted efforts of the Students for a Democratic Society. Many of its members and some of its national leaders openly profess their faith in cominunist concepts and their de- termination to "restructure" our socicty. One of the militant spokesinen of this group stated, for example, that "perhaps 25 universities linked to the movement would be too much for the police- for the dominant class and we would get what we demand." The New Left leaders plan to launch a wide- spread attack on educational institutions this fall. They are relying on collegiate dissidents and militants to bolster and accelerate this drive. It would be foolhardy for educators, public of- ficials, and law enforcement officers to ignore or dismiss lightly the revolutionary terrorism invad- ing college campuses. It is a serious threat to both the academic community and a lawful and orderly society. ? There was an attempt by the New Orleans chapter of SDS to remove PL from CDS; however, this move by New Orleans failed to gain way at Chicago. The PLP Faction failed to succeed in getting many voters, however, during the con- vention. According to the source, the Revolutionary Marxist Caucus (RMC) was crude in comparison to individuals the PLP put forth as speakers. The source was unable to furnish any specific information regarding the handling of funds while at the convention. POTENTIAL COUNTERINTELLIGENCE ACTION Boston in referenced communication of 10/16/70, furnished the Bureau with potential counterintelligence suggestions to be implemented at Detroit, Mich., 11/3/70, during the National Demonstration being staged by the WSA Faction of SDS. Bureau instructed certain offices to purposely agitate individuals associated with the National Headquarters (NH) of SDS at Boston, in order to widen the split between the NH and major chapters around the country. The full impact of any attempt to create discord at Detroit has yet to be felt on a national level. It is hoped, however, that positive results will be realized. Boston is currently giving consideration to exploiting the racism theme of the WS/SDS and PLI people. It is noted there are no Negroes presently serving in a leadership capacity for either organization. II. PENDING COUNTERINTELLIGENCE ACTION Aside from that mentioned above in Section I regarding attempts by informants to instill discord within the leadership of WSA/SDS, Boston has no further pending counterintelligence at this time. TANGIBLE RESULTS Boston in referenced airtel of 7/31/70, requested the Bureau to authorize Boston to advise the Boston Police Dept. Intelligence Unit when certain individuals wanted by the Cambridge, Mass. Police Dept. were at the NII. Boston advised the Bureau that criminal trespass charges were outstanding at Cambridge, Mass. against four members of SDS for their part in a disruptive picket line at Harvard University,

Boston on 10/2/70, advised the Boston, Mass. Police Dept. of the presence of [REDACTED] of SDS, 173A Massachusetts Ave Boston. Information was received from [REDACTED] about which was immediately furnished to the Boston, Mass. Police Dept. who accompanied by detectives of Cambridge, Mass. Police Dept, entered the IIH and arrested [REDACTED] - According to [REDACTED] and other informants who have furnished reliable information, this caused a great deal of disruption at the NII and conster- nation within the membership within the days to follow. The NH suspects an informant within their ranks and paranoid is running high. As late as 11/16/70, [REDACTED] was still reporting instances of suspicion on the part of the NH staff as to who informant is within their ranks that caused the arrest of [REDACTED] at the NH on 10/2/70. (Reference Boston tel to Bureau, 10/2/70.) On 11/14/70, [REDACTED] who are being sought on the same charge as [REDACTED] were arrested at Dorchester, Mass. by Cambridge and Boston Police Departments. Both were arrested as a result of continual cooperation between the Boston Division and the Boston and Cambridge, Mass. Police Departments. Pertinent information along with photos -2- BS 100-30580 of these individuals was furnished to both departments. MISCELLANEOUS Boston is well aware of the need for good counterintelligence in order to counteract some of the activities of the New Left within the Boston Division. PENDING COUNTERINTELLIGENCE ACTION Boston in referenced airtel of 7/31/70, advised the Bureau of four individuals associated with the National Head- quarters of the WSF Faction of SDS at Boston, having criminal charges brought against them in East Cambridge District Court, Cambridge, Mass., on 7/14/70. The charges brought against them were criminal trespass on the part of Harvard University, for their part in a disruptive picket line at University Hall, Harvard, on 5/8/70. Boston suggested at that time that consideration be given to furnishing to the Boston Police Department information as it developed, that any one or all four of these individuals were physically present in the National Headquarters. At that time, it was pointed out that [REDACTED] a known member of the Weatherren Faction in 2 BS 100-33580 Greater Boston, (Boston file 100-40356), who is also a SI subject, was arrested and<bos>, and charged with attempted arson during the New Bedford disturbances. At the time of her arrest, she furnished her name as [REDACTED] Boston had earlier determined that she has been routinely visiting at the Middlesex House of Correction, Dillerica, Mass., where he is incarcerated.
