The 9/24/70 edition of the Chronicle, student newspaper at Duke University, Durham, N. C., published an editorial captioned "Free [REDACTED] The editorial states that was on his way back to Duke to take his Ph.D. oral examinations when he was detained by INS 11 days previously, and that the Government is trying very hard to get him out of the country. It states [REDACTED] is a victim of the same tactics the government is using all across the nation to muzzle political dissent. The anti-PLP factions were unable to muster any substantial support to change the nature of the USA/SDS. In view of PLP domination of the organization, there are counterintelligence opportunities available to discredit PLP control of the organization. Offices in receipt of this communication should promptly contact their informants who attended this conven- tion and obtain details that would make suitable counter- intelligence information available against the PLP. You should obtain information concerning the expenditures of funds for travel and lodging, immoral or unusual activities by convention participants and the method of PLP control over factions at this gathering. The only chapter of the Students for a Democratic Society (SDS) in the Omaha Division is located at the University of Iowa, Iowa City. There has been no violent demonstrations attributed by this group since school opened in September, 1970. This group of approximately 25-30 members have caused two small peaceful demonstrations; one at the appearance of the Vice- President at Cedar Rapids, Iowa, and another Defense Intelligence Agency (DIA) recruiter on campus. Considerable SDS litetature has been obtained from Boston and is being distributed in Iowa. Omaha has furnishing excellent information and concerning this and Omaha is constantly alert for information that can be utilized for counterintelligence purposes. MISCELLANEOUS One incident worthy of mention in this communication, happened in November, 1970, when several Central High School students in Davenport, Iowa, apparently obtained some literature on the SDS. It is believed, but not definitely verified, that this literature may have originated from Iowa City. Local CP informants have been advised to maintain this devisive atmosphere and to exert their influence in order to minimize the YWLL activities. B. [REDACTED] a University of Miami student, was a suspect in the firebombing of an Army vehicle during the last school term. Miami is intensifying its investi- gation on this subject. Information has been developed that during the summer months, [REDACTED] was arrested by the Pennsylvania State Police and charged with violation of that state's Dangerous Drugs and Cosmetics Act. The Pittsburgh Office has been requested to determine if charges are outstanding and if UFAP can be obtained. Informants and sources have stated that there is very little activity on the part of the New Left in the Columbia, S. C., area and due to the poor attendance at the meetings they have held, they are of the opinion that the New Left will have very little support at USC.

Informant has also indicated that the majority of the SMC group is paranoid concerning the police informants and suspects everyone at USC of being an informant. C., advised that he believes that the numerous drug raids and arrests which involved some of the dissidents or sympathizers at USC have given bad publicity to the dissidents and the majority of the students at USC do not want to become involved, for fear of being arrested in drug raids. III. TANGIBLE RESULTS The SMC group at USC continues to be ineffective in organizing the students, and according to informants and sources, they are of the opinion that the FRI and local authorities have numerous informants in the dissident groups and for this reason are afraid to take any action which would possibly result in their arrest. Informant also advised that the President of the SMC does not have the ability to be a leader but refuses to turn over the leadership to any other member of SMC. Sources stated that they are of the opinion that SMC will be ineffective as long as the present leader- ship is in control. As previously stated, the numerous arrests made by local authorities during the student disturbances in May of 1970 and the subsequent suspension of those arrested have eliminated the majority of dissident trouble- makers from the campus. This has made all efforts to organize a new group at USC very difficult. The University has also adopted a new policy: of being very strict on student groups and advised them of any disruption of the normal school activities will result in their permanent suspension from USC.
