It is to be noted that the Indianapolis Office has opened an active control file captioned as above and has exhausted every avenue that could effectively expose, disrupt and neutralize the activists of the various new left movement organizations, their leadership and adherents. The Indianapolis Office is well aware that it is imperative that the activities of these groups be followed on a continuous basis so the Bureau can take advantage of all opportunities for counterintelligence and also inspire action in instances where circumstances warrant. In all events where informants' identity could be well protected efforts will be made to divert reliable and cooperative news media sources to activities not open to the public, such as closed executive meetings of the Students for a Democratic Society (SDS), Communist Party, etc. At the same time publicity covering their open meetings, demonstrations, etc. will remain minimal to deny the publicity they desire. For instance, [REDACTED] Indiana, the news media, composed of two daily newspapers and one radio station, all competent and reliable, have advised confidentially that they feel that the media is being used by the new left movement to get all the publicity they can. Therefore, the news media locally will give no or minimal coverage to routine new left activities such as speeches and peaceful demonstrations. It is further felt that the most effective potential counterintelligence action would involve repeated interviews with new left leaders and activists and that these interviews should be open and aggressive, constantly reminding them that they are of security interest to the United States Federal Government. It is to be noted that these tactics have been successful in racial matters within the field. [REDACTED] . It is felt that such open activities of covering obvious Bureau responsibilities of matters of internal security, regardless of the proximity of the institution of higher learning, will be a less potential of embarrassment to the Bureau than the surreptitious methods that could be used. It is to be noted that the majority of the new left movement activities are greatly concentrated in the Indianapolis Division at Indiana University, Bloomington, Indiana, and the University of Notre Dame at South Bend, Indiana. The following are key activists in the new left organizations at the University of Notre Dame at South Bend, Indiana SDS In view of the counterintelligence program set forth above, the Indianapolis Office feels that this could be the most direct and effective program that could be directed against the new left movement and its key activists. It is felt that having the news media interrupt the closed sessions of the new eft movements and repeated interviews with the leaders and activists in the new left movement organizations would neutralize the activities of the various new left organizations, their leadership and adherents. A review of Bufiles fails to show a letter dated 5/29/68 concerning the Counterintelli- gence Program. Bulet 5/28/68 requested information concerning New Left organizations, individuals, and activities for each college in your area. If relet was intended as an answer to Bulet 5/28/68, it was not responsive to the Bureau's request and you should submit the desired information to the Bureau. [REDACTED] is able to contact most of the leaders of the New Left movement at IU at any time and is privy to much of their advanced information [REDACTED] [REDACTED] open to the public. has been developed during the past semester at IU. [REDACTED] This coverage has been adequate during the past year, at IU, as has been proven by the fact that the Indianapolis Division was able to furnish advanced information concerning all of the New Left activity at IU during the past year. For instance, when JAMES WEST and TED PEARSON, two members of the National Committee of the CP, came to IU to lecture at two open sessions and two closed sessions, [REDACTED] , the coverage was considered quite complete. Photographs were taken, both open meetings [REDACTED] and symbol informants attended both open meetings. In addition to this, these CP leaders held [REDACTED] consultations and meetings with leaders of the New Left at IU in [REDACTED] meetings. 2 [REDACTED] these IP 205-5821: meetings were [REDACTED] fully reported. A new program began at IU in March, 1968, with the organization of the AAASA, which brought forth the additional problems of racial matters on the IU Campus. This type of activity had not been prevalent before since racial problems in this community are minimal. The demands of this organization have been quite general, but since all of their demands have been granted approval by the university officials, it is believed that this activity will enlarge during the next academic year. Since this racial activity is closely aligned and coordinated with the activities of the New Left at IU, it would not be realistic to separate the two programs. Some coverage can be made by [REDACTED] sources , but it will be necessary to develop a Negro source in order to penetrate this organization and obtain advanced information of their activities. The development of such a source at an institute of higher learning under existing regulations is a lengthy process. From all information available, it appears that the main ringleaders of these organizations will return to IU in September, 1968. It also appears that the policies of the administrators of IU will not change and will remain permissive. In view of the probable return of leaders, the continued permissive policies of the university, and the potential addition of new leaders, the only reasonable evaluation would be that the situation at IU should enlarge in scope and violence during the forthcoming school year. Identity of New Left Organizations at IU --- Indiana Central Office for Peace Action (ICOPA) --- The ICOPA was formed at IU on June 29, 1967, by Stephen Michael Cagan, a graduate student at IU, who had formerly organized the IU Chapter of the W. E. B. DuBois Clubs of America and the IU Committee to End the War in Vietnam in 1966. The ICOPA was formed by Cagan for the purpose of acting as a central coordinating committee through which he could coordinate the activities of all the antiwar and antidraft organizations in the State of Indiana. Cagan published several issues of a newsletter for this organization during the summer of 1967, but very little was accomplished by the organization. The ICOPA became defunct when Cagan left IU in August of 1967. During the time it was organized there were approximately 12 members. Indiana University Chapter of the W. E. B. DuBois Clubs of America (IU - DCA) ------ The IU - DCA was organized and registered at IU [REDACTED] In June, 1966, this February 7, 1966, by chapter was de-registered by the IU Board of Trustees since the United States Department of Justice had petitioned the Subversive Activities Control Board to declare the national W. E. B. DuBois Clubs as a subversive organization. The IU - DCA continued activity 2 --- Re: New Left Activity Indiana University This document is a declassified FBI memorandum, likely from the 1960s, with significant handwritten annotations and official stamps. This change in policy meant that any group of students could form any type of organization at IU without regulation or sanction by IU officials. During the summer of 1967, the IU - DCA held one meeting but became inactive since most of his time with the ICOPA and there left New York City in August, 1967, to become a national officer of the W. E. B. DuBois Clubs of America in New York City. During the summer of 1967, [REDACTED] then secretary-treasurer of the IU - DCA, published three issues of [REDACTED] a newsletter for the IU - DCA. The IU - DCA was reorganized September 20, 1967, but remained inactive as an organization for the balance of the school year, since its officers and members operated within the framework of the IU Committee to End the War in Vietnam. The IU - DCA was not reorganized and became defunct as of February 11, 1968. On April 23, 1968, the leader of the IU - ICA formed the Ben Davis Club of the Communist Party. While the IU - ICA was actually defunct, Robert Grove, Chairman of the IU - ICA and the Ben Davis Club, used the name of the IU - DCA for the rest of the academic year, since the name of the Ben Davis Club had not been made public during this year at IU. During the summer of 1967, the IU - DCA had approximately 21 members and during the 1967-1968 academic year, the IU - DCA had approximately 16 members. Students for a Democratic Society (SDS) at Indiana University ---------------------------------- The SDS at IU was inactive during the summer of 1967. This organization was recognized and officers elected at a meeting at IU on September 2. 1967. During the second semester of the current academic year, the SDS was ran by an Executive Committee, which set the policy for the SDS at IU for all of the SDS members to join the activities and follow the programs of the IU Committee to End the War in Vietnam. Since these organizations had the same general program at IU, there was faculty involved in the New Left movement at IU, and the IU Committee to End the War in Vietnam, which had the strongest organization and leadership during the 1967-1968 academic year. A number of local SDS members joined in the activity of the national council meeting of the SDS held at IU, December 27-31, 1967, even though this was held during a vacation period. Indiana University Committee to End the Way in Vietnam (IU - CEWV) since [REDACTED] CEWV was inactive during the summer of 1967, IU - CEWV was originally organized by [REDACTED] at IU on March 17, 1966, as a front organization. The IU - DCA, for the purpose of holding demonstrations without organizational involvement of the IU - DCA. The IU - CEWV was reorganized on September 19, 1967, and the leadership was taken over by [REDACTED] and [REDACTED] were both characterized as having frankly the sympathies of the Young Socialist Alliance (YSA) and [REDACTED] were connected with the IU - DCA. With this change of leadership, the orientation of the IU - CEWV shifted from the influence of the IU - DCA to the influence of the YSA.
