On 1/14/71 (UT), Knoxville, Tennessee, advised that the majority of the "Knoxville 22" who were arrested during the disturbances 1/15/70, at UT for inciting a riot and disturbing the peace have been convicted in Knox County Criminal Court and have received fines ranging from $25.00 to $300.00 and/or sentences in the Knox County Workhouse from ten days to six months. He stated that the leader of this demonstration was the only one convicted on the felony charge of inciting a riot and he received a two-year prison term; however, he is appealing his case. stated that cases of seven of the above are still to be heard on 2/23/71. In addition, the cases of the 36 to 40 individual who were arrested for disorderly conduct and for disturbing a religious ceremony 5/28/70, are to be presented before the Knox County Grand Jury starting 1/18/71. This action involved the appearance of President NIXON at the BILLY GRAHAM Crusade being held in Knoxville, Tennessee, during the latter part of May, 1970. Knox County Attorney General RONALD WEBSTER has indicated he plans to prosecute these defendants as vigorously as the "Knoxville 22" individuals were prosecuted. At the present time the Knoxville Division does not have any suggestions for any counter-intelligence action, and contact is being maintained with the SSD at UT and the Knox- ville PD concerning this matter. On 7/6/70, [REDACTED] Knoxville, Tennessee, advised that 30 to 50 hippie-type individuals both students and non-students appear to be causing all the discontent on the UT campus. He advised that the majority of these individuals have returned home for the summer and at present no problem exists on the UT Campus. [REDACTED] stated that the last week in May, 1970, BILLY GRAHAM conducted a religious crusade at Neyland Stadium on the UT campus and that on the night of 5/28/70, President NIXON visited Knoxville and made a short speech at this crusade. He said that several students met and formulated plans to embarrass President NIXON when he spoke. Stated approximately 300 students seated as a group in the stadium and when President NIXON spoke they harrassed him and used profane language during this speech. One individual, the leader of the group, was immediately arrested and escorted from the stadium. [REDACTED] stated that movies of this activity were taken. After the service was over, Knoxville Police Department officers arrested 8 or 9 other individuals for disturbing a religious service and the next day films of the dissident group were observed and eventually approximately. 37 individuals were identified and later arrested for disturbing a religious ceremony. He stated all of these individuals except two were bound over to the Knox County Grand Jury for disturbing a religious ceremony and for using profane language. [REDACTED] stated that officers of the SSD as well as officers of the Knoxville Police Department are continually trying to obtain information that can be used to arrest the 30 to 50 troublemakers. This organization has not been recognized as a campus organization. On 3/18/69 <REDACTED> University of Tennessee (UT), Knoxville, Tennessee, advised that the Southern Student Organizing Committee (SSOC), has not been accepted by the UT administration as a campus recognized organization and that this organization may have difficulty in being accepted. In addition, <REDACTED> stated the SSOC at times tries to confront UT officials and the SSD and invite them to meetings, etc., in order to obtain publicity; however, they remain behind the scenes and allow the SSOC to do anything within reason, knowing that their prime objective is to "corner them" on certain issues in public before curious UT students present. <REDACTED> stated the SSD is alert and is using everything within their power to disrupt the SSOC and any other organization they feel not worthy to be on the UT campus. advised 3/5/69 that two plain-clothes UT policemen recently arrested an individual stealing books at the Campus Book Store and when they arrested the subject, <REDACTED> SSOC member, came up and interfered with the officers and indicated that he would act as counsel and followed the three to the police car. At this time the police officers told <REDACTED> not to interfere and when he continued to do so, he was placed under arrest and was released under $250.00 bond for disorderly conduct. [REDACTED] stated that during this rally a UT delivery truck was parked in front of the entrance of the Administration Building and that all during this demonstration UT employees loaded and unloaded new furniture into the building. [REDACTED] stated that the employees carried in the same desks and chairs and then returned them back into the truck until the demonstration dispersed. He stated that the truck was used to block the front entrance and that it was almost impossible for the demonstrators to gain entry except on an individual basis. He further stated that several campus policemen were stationed inside the building to cope with the situation. In the 3/7/69 edition of the Knoxville Journal, a daily publication, Knoxville, Tennessee, an article appeared on page 1 captioned "Attempts Of New Left To Make Inroads With Students Seen Failing". This article was very critical of the new left activities at high schools and colleges throughout the United States being sponsored by the SSOC and the Students for a Democratic Society (SDS). In the 3/4/69 issue of the "UT Daily Beacon", a student publication at UT, an article appeared indicating that the President of the Student Government Association was critical of the SSOC planned demonstration to be held 3/6/69. This article indicated that this demonstration would only serve to further inflame tensions and will be interpreted as coercive or threatening. In the 2/27/69 issue of the Knoxville Journal an article indicated that a new student group called the Majority Coalition had been organized on the UT campus in support -2- KX 100-3687 of the Administration. In several recent issues the articles have indicated two petitions would be circulated among the students, one being to praise the Administration for trying to improve education and the second one condemning the Student Government Association and other student groups on the campus for their censure of President ANDREW HOLT and other officials at UT.
