Their attempts to establish on-campus chapters at local institutions of learning proved unproductive. Recently, Miami-SSOC has been described as practically defunct. the leading activist, in May, 1968, failed to report for induction as ordered. His status as a delinquent is currently being processed by the Selective Service System. An allegation has been received that he plans to flee the country and seek refuge lin Canada. , the other activist, is presently attending a university in northern Florida. present draft status and [REDACTED] absence from the community are believed the factors causing the local organization to be inactive and described as practically defunct. FAU-SSOC Organized in November, 1967, at Florida Atlantic University. They failed to obtain official campus recognition until April, 1968. Their activities during this period were restricted to obtaining this status. In the interim, resignations and student dropouts depleted their original membership of 11. To date, they are not known to have engaged in any specific activity as an organization. and are considered the [REDACTED] activists. In April, 1968, they were arrested by the Palm Beach County Sheriff's Office on an indecent literature charge stemming from the publication of the "Florida Free Press". POTENTIAL COUNTER INTELLIGENCE When FAU-SSOC was in a formative stage, certain students were concerned the organization was having a detrimental influence on the campus and that SSOC members who were also staff members for the student newspaper were changing the context of this publication to controversial issues rather than reporting school news, and decided on a course of action. Since SSOC consisted of only 10 or possibly 12 members, they decided they would organize a group of stable students to attend a SSOC meeting at which new officers were to be elected. New Left elements within the Miami Division, to date, have not been involved in confrontation with college administrators. No encounters have occurred between New Left groups and police organizations. Administrators at the University of Miami, Coral Gables, Florida, a major campus, have established procedures for handling disruptive behavior, demonstrations or riots. The procedures call for a firm, rather than vacillating attitude, in considering student demands. New Left activists in the Miami Division are presently under investigation. The United Black Students (UBS) recently formed at the University of Miami, Coral Gables, Florida, but now is located off campus. It has not been included in the enclosed letterhead memorandum. The objectives of the UBS, such as scholarships for black students, more black instructors on the faculty, and introduction of black and African courses in the curriculum, have overtones of black militancy rather than those of New Left groups. The UBS staged a peaceful sit-in in the University President's office to dramatize their demands. Fourteen were arrested for refusal to vacate the area. A report on the UBS and its activities has been submitted under the Racial Matters classification. A minor protest occurred at the University of Miami in March, 1968. Students opposed to the Vietnam War, unorganized, staged an on-campus rally provoked by the presence of a U. S. Army Recruiting Team. Hawkish students briefly disrupted their attempts. The rally proceeded, however, in a peaceful manner. No arrests were made. No disruption occurred. The Army Recruiters were not subjected to interference. This incident also has not been included in the letterhead memorandum.
