On 1/8/71, the attached letter was mailed to Mr. [REDACTED] University of South Alabama, Mobile, Ala. On 2/3/71 [REDACTED] was contacted on another matter. He confidentially advised that the University staff had received complaints concerning [REDACTED] and He stated in view of this and other information he had received about this individuals, he had placed them both in a probationary status which would prevent them from getting any annual increments until he removes them from their probationary status. He stated both have contracts and tenure with the University of South Alabama, making it extremely difficult to discharge them as it would be necessary to have a quasi public hearing and they would have to be confronted with their accusers. He stated that he has learned that both are seeking other positions and both will leave the University of South Alabama in the reasonably near future. The above is furnished the Bureau for its information in this program and this matter will be followed and the Bureau advised. The Bureau concurs with your suggestion that University of South Alabama, be informed of the fact that two instructors at the University of South Alabama are supporting "Rearguard," an underground newspaper, and have given financial assistance to "Rearguard." Due to the sensitive nature of this matter, however, this should not be done through direct contact with [REDACTED] by Agent personnel of your office. Instead, you should prepare an anonymous letter to [REDACTED] advising him of the above-mentioned activity of the two instructors. This letter should include a warning from the anonymous author that if the University of South Alabama does not persuade the instructors to cease their support of "Rearguard," the author will publicly expose their activities. Assure that necessary precautions are taken to protect the identity of the Bureau as the source of this letter. Advise the Bureau of results obtained from this counterintelligence effort. HM: jlm for (4) NOTE: Mobile has advised that if two instructors at the University of South Alabama could be caused to withdraw their support from the underground newspaper, "Rearguard," that paper would cease publication. To achieve this, Mobile suggested that the [REDACTED] at the University of South Alabama be confidentially advised of the activity of these two instructors. The official campus newspaper of the University of South Alabama is the "VANGUARD." It is officially sanctioned and reflects the policy of the Student Government Association and to some extent the views of the administrators of the University of South Alabama. A small group of loosely organized students have since May, 1970 published an "underground" type newspaper known as the,"REARGUARD." Its editorial policy is left of center, anti-establishment and opposes the University administration. The circularization of the May, 1970 issue was estimated at approximately 4,000 copies. The current circularization is approximately 1,000 copies. A PSI of the Mobile This page consists solely of text, presented as a formal notice. The most prominent element is the word "NOTICE" in large, bold, and underlined capital letters, centered at the top of the page. Below this heading, a block of text in smaller, bold capital letters explains that the quality of reproduced documents is dependent on the condition of the originals, which may be blurred or have poor contrast. There are no photographs, handwritten notes, stamps, forms, logs, charts, or redactions visible on this page. The visual presentation is stark and purely informational. This page is a scanned FBI memorandum with a significant amount of handwritten annotations and official stamps. There is a handwritten "WAS" in the "FROM" section and a signature in the upper right corner. Official stamps are visible throughout, including "REC-65", "ST-100", and a date stamp indicating "FEB 8 1971". There are also several redactions, appearing as blacked-out blocks, obscuring personal names and specific details of the information. Lastly, an "ENCLOSURE" stamp and a date stamp of "FEB 17 1971" are present near the bottom. A small illustration of a soldier is also present, along with a call to "Buy U.S. Savings Bonds Regularly on the Payroll Savings Plan". have since May, 1970 published an "underground" type newspaper known as the,"REARGUARD."
