However, Newark should consider something different from the suggested item submitted in referenced airtel. Your submission by airtel captioned "Counterintelligence Program, Black Nationalist - Hate Groups, Racial Intelligence, Black Panther Party (BPP)," is quite similar and more applicable for use in the BPP Counterintelligence Program. Bureau airtel 10/20/70 approved Newark's proposal set out in airtel 10/13/70. Newark report dated 9/18/70 captioned "Students for a Democratic Society, IS - SDS; Sedition" stated that no SDS activity is reported in the Newark, New Jersey, area. However, your submission in referenced airtel indicated that the handwritten letter to be sent to the BPP would be signed by "Newark SDS." Bureau feels that this would have little impact or cause no disruption in BPP headquarters, Jersey City, New Jersey, particularly since on October 15, 1970, Alan Spector, Education Secretary of the SDS/Worker Student Alliance, emphasized that his group no longer was connected with the Weatherman faction and that the Weatherman faction had split off from SDS. Spector also claimed that his group was opposed to recent bombings. Review of SDS support mentioned above from your office indicates that only Worker Student Alliance chapters are present in the State of New Jersey. It is proposed, with Bureau approval, to send to President JESS H. DAVIS of Steven's Institute of Technology (SIT), Hoboken, NJ, five copies of BARRON's reprint, "Campus or Battleground? Columbia Is A Warning to All American Universities". This proposal is made in view of the recent sit-in at SIT by a very small minority of students, 10 out of 1300 undergraduates, who agitated for a pass-fail examina- tion system and a full-time, SIT paid, draft counselor on campus. SIT is one of the foremost engineering schools in the country and, although there is no SDS Chapter there or SDS activity noted, perhaps the reprint will alert the officials there as to what could happen at SIT if such a situation as the sit-in is given some headway. Newark proposes writing in red ink across the top reprint the phrase, "It begins with 10 like a deadly spore and soon the whole campus is infected with an incurable affliction. Don't give in to a vocal minority that wants agitation for agitation sake". The reprints will be mailed from Union City, N.J., which borders Hoboken, N.J., in a plain, commercially available envelope purchased in an office supply store, holographically addressed by an Agent of the Newark Office. All precautionary measures will be taken to prevent identification of the FBI as the source of the articles. 2 Bureau (RM) 2 Newark DDO:mcm (4) REC 99 2 MAY 27 1970 INT. On 9/19/69 Newark mailed an anonymous letter to purportedly from the SDS The image is a scanned document featuring typewritten text with several visual elements that indicate its origin and nature. There are official stamps or markings, including what appears to be a field office identifier "NK" and a number "100-50166". Large black ink strokes resembling closing brackets frame sections of the text, potentially for emphasis or to denote a specific coding within the document's context. Two circular, black ink markings are present near the top, possibly representing bullets or abstract symbols. The text itself is a letter describing an individual or group associated with "Newark SDS" and discusses their actions and organizational leadership. Overall, the visual elements suggest a formal, possibly classified, document related to surveillance or intelligence gathering. This document appears to be a formal FBI memorandum. It includes typed text that seems to discuss the activities of certain organizations, possibly for counterintelligence purposes. There are several handwritten annotations, including a "31-" next to "Director, FBI" and numerical lists with "Mr." entries. A date, "10/23/70," is handwritten at the top right. There are also some unusual visual elements at the top that could be abstract marks or symbols, and a partial stamp or seal is visible. The document has varying degrees of clarity due to its age and likely duplication process. I.
