The membership of SSOC, including past and present officers, is about 20. The SDS was very recently denied status as an official campus organization at the University of Virginia, and its activities are practically nil. has been [REDACTED] The Key Activist in SSOC at the University of Virginia [REDACTED] In connection with SSOC at the University of Virginia, the Bureau Agent who has been following its activities, has worked closely with [REDACTED] [REDACTED] is well aware of the potential dangerous- ness of SSOC. University of Virginia, [REDACTED] has said that he has severed all relations with SSOC because he feels its program is ineffective. [REDACTED] expressed the opinion that the organization at the University of Virginia will go out of existence by the beginning of the 1968-1969 school year. [REDACTED] has also stated that at the present time the University of Virginia has a strong student council with considerable power of approval or disapproval of appli- cations for the establishment of campus organizations. This council has always taken a firm stand in opposition to organ- izations like SSOC and SDS. Lynchburg College, Lynchburg, va., in April 1968 advised SSOC continued to seek official recognition as a campus group at this school. He pointed out that an appliation for this purpose that was submitted by SSOC was recently denied by the Student Senate. [REDACTED] continued that he considered [REDACTED] a professor at Lynchburg College as one of the "sustain- ing" individdals in the organization. The activities of SSOC in the Richmond Division have included infrequent meetings at the University of Virginia and Lynchburg College. Members of the organization have picketed Selective Service Board addresses on infrequent occasions in protest to the Vietnam War. To date it is felt the most effective means used to combat the growth of SSOC and SDS on campuses in the Richmond Division has been to maintain a very close liaison with school officials. This liason, which has been at least to some degree Instructive, has resulted in the development of a hard-core opposition in the student councils to leftist movements and activities. It is anticipated that this type of liaison will continue. - 2 - RH 100-10658 It may be, depending on local circumstances, pro- ductive for all divisions to consider the above as a counter- intelligence activity. In view of the sensitive nature of investigations on college campuses, it appears the Bureau may best exert its influence on the student body through the school officials - to-student council chain. In view of the relative inactivity of New Left Move- ments in the Richmond Division, no specific recommendations for counterintelligence activities are, at this time, being submitted for use in this division. There is every indication that not only are SSOC and SDS not growing or becoming more active at the University of Virginia and Lynchburg College, but there are indications these groups are losing their appeal, if in

It is noted that establishment of a SSOC Chapter at Lynchburg College is being successfully opposed; as noted above application by SDS to establish a chapter at the University of Virginia has been denied. Investigation of SSOC is continuing and maintained in a pending status in Richmond, as is the investigation of SDS. The Richmond Division recognizes the potential of the New Left and its leaders to inspire activities detrimental to the maintenance of law and order and the crippling of institutions that are necessary to the maintenance of an orderly society. This group had their own marshals who maintained order on the campus and no damage was done to any of the buildings. The students' demands were of such items as abolition of a minimum score requirement on National Teachers Examinations, exemption from English examination for any student with a grade "B" or better in first three college courses and three meals on Sunday instead of the usual two. There were no racial overtones in this demonstration. On 4-6-68, the school officials obtained an injunction against any further demonstrations on the campus and the in- junction was to last to 6-6-68. At this time, 40 students

The school later reinstated all but eight of the students and these eight may return to classes in September, 1969. -: The obtaining of the injunction by the school broke the back of the demonstration and shortly thereafter, all students, other than those expelled, returned to classes one of the expelled students, was arrested for trespassing on the campus of the University. The extent of outside influence in this matter was minimal and approximately six faculty members mingled with the demonstrators initially, but according to school officials, these faculty members devoted most of their time to attempting to influence the students to be orderly and to return to classes. In Reply, Please Refer to File No. UN [REDACTED] STATES DEPARTMENT OF [REDACTED] ICE FEDERAL BUREAU OF INVESTIGATION Richmond, Virginia July 2, 1958 NEW LEFT ACTIVITY VIRGINIA UNION UNIVERSITY Virginia Union University (VUU) is an institution of the Baptist Church located at Richmond, Virginia, with an enrol- ment predominantly Negro. There are no New Left organizations on the VUU campus. On March 29, 1968, [REDACTED] advised that approximately 200 stu- dents at VUU staged an orderly demonstration and presented 52 demands to university officials. Within two days, the number of students participating had been reduced to 50. These students began to occupy Administration Buildings of the school and also took over the school switchboard. This group had their own "marshals" who maintained order on the campus and no damage was done to any of the buildings. The students' demands were for such items as abolition of a minimum score requirement on national teachers' examinations, exemption from English exami- nation for any students with a grade "B" or better in the first three college courses, three meals on Sunday instead of the usual two, and a tightening of campus security to prevent thefts. There were no racial overtones in this demonstration. On April 6, 1968, [REDACTED] VUU, advised that school officials had obtained an injunction against any further demonstrations on the campus and the injunc- tion was to be in effect to June 6, 1968. At this time, 40 students were expelled. The school later re-instated all but eight of these students and they were advised they may return to classes in September, 1968. [REDACTED] advised that on May 5, 1966, a protest rally and march was held in Richmond, Virginia to protest the expulsion and arrest of [REDACTED] This march started at about 2:30 p.m. with approximately 240 students, who marched from the VUU campus to Monroe Park in downtown Richmond, a distance of about one and one-half miles. During the rally at Monroe Park, all the speakers were expelled VUU students who indicated that the protest at VUU was one for all university students throughout the world since it appeared all students were being persecuted and are unrepresented. At the rally, a petition was circulated among those present, asking their support to have the university withdraw the court injunction barring the expelled VJU students from coming on the VUU campus; also, to have authorities withdraw the trespassing charges for which [REDACTED] had been convicted. [REDACTED] withdrew his appeal in connec- tion with his 90-day jail sentence and the sentence was suspended for a period of 12 months, dependent on his good behavior. The administration at VUU has agreed to make certain changes in accordance with the demands of the students. These changes involve agreement to serve three meals a day on Sunday instead of two, to tighten campus security in an attempt to prevent thefts, etc. The Faculty also adopted a resolution requiring that a student who was put on academic probation a second time would be suspended for a year. Under previous rules, a year's suspension would be ordered if a student were on proba- tion for two consecutive semesters. The students had demanded dismissal of such a student. -2- NEW LEFT ACTIVITY VIRGINIA UNION UNIVERSITY In connection with outside influences during this incident your advised that Southern Student Organizing Committee (SSOC), was one of two persons in charge of the above march and rally by VUU students on May 5, 1968. A characterization of the SSOC is attached hereto. The files of the Passport Office, U. S.
