Miscellaneous In October and November, 1970, the SDS in Sacramento split into two groups as a result of factionalism. One group, operating on the campus of Sacramento State College (SSC), advocates social change by non-militant means. This group is of the opinion they are under intensive investigation by both local and federal police agencies. The second faction, operating off campus, advocates social change by "street activity". They publish an under- ground newspaper, "Outlaw", which is militant in nature. The last two issues of "Outlaw" have numerous articles advocating the use of drugs. In all instances in order for a student organization to become officially active on the college or university campus, it must have the sanction of the administration. To be sanctioned, the organization must file with the administration the names of current officers and the aims and purposes of the organization. The officers listed must be full-time students with an average academic record. It has been deter- mined that to date the SDS and The Resistance have not filed the necessary papers with the schools' administration for the 1969-70 school year. It is believed that the receipt of the literature listed herein will greatly influence the university and college presidents and their staffs in deciding whether or not the SDS, The Resistance, and similar groups should receive official recognition. It is obvious that it is greatly to the advantage of any organization to receive official sanction by the university and college administrations. If Bureau permission is granted to distribute the literature, it will be enclosed with a short cover letter under SAC signature explaining that the literature is being sent for the information of the president and his staff in order that they may be aware of the potential dangerousness of the New Left movement as it exists on many campuses throughout the United States.
