Before the security officers could obtain authority from the school officials to make arrests of those using marijuana, the smokers. had dispersed, with the exception of one nonstudent, who was arrested. As a result, the University of Utah is considering withdrawing the accreditation for the AC, so it may cease its activities as an organi- zation. In view of the above, it does not appear at the present time that counterintelligence activities with respect to the AC are advisable. In addition to this, the AC during the Summer of 1967 was essential- ly inactive. This organization and its leaders will be closely observed for counterintelligence potenti- alities. (2) Student Opportunity University League (SOUL). SU file 157-116. This is a Negro group, which is accredited at the University of Utah. Its stated purpose is to develop pride in being a Negro. It has been relatively in- active. It appears to fit more closely among racial groups rather than New Left groups. It is therefore not considered that it should be considered at this time under this program. In the event its activities warrant, recommendations will be

(3) Student Freedom Party (SFP). SU file 100-10336. This is a relatively new organization which has sprung up on the Utah State University Campus, Logan, Utah. In April, 1968, it staged a protest demonstration ainst the personnel recruiting activities of Dow Chemical on that campus. In connection with this demonstration, its members abided by the agreements which had been reached with the administration of the university pertaining to the demonstration. It is possible that future activities could lead to the de- sirability and need for counterintelligence, but this is not deemed advisable at this time. - 2 - SU 100-10351 This office has no individuals in its territory who could be considered as key activists at this time, accord- ing to the understanding of this office of this term. - In view of the above, it does not appear that this office is in a position to recommend the implementation of the Counterintelligence Program at this time. Normally New Left activities decrease perceptibly during summer months in this area because of the reduced activities on the campuses of colleges and universities. This office will, however, remain alert to new developments and will immediately recommend any logical counterintelligence action which appears advisable. - 3 - OPTIONAL FORM NO. In the incidences which have occurred in this division where confrontation was possible, the representatives of the New Left have discussed the matter with the school adminis- trators and then have abided by the results of the discussions. This was true in the case of the Student Freedom Party and its demonstration at the Utah State University, Logan, Utah. It was true in connection with the planned demonstration against Central Intelligence Agency (CIA) by the April Committee, Salt Lake City, Utah. This demonstration against CIA was initially to have taken place on the campus of the University of Utah, but later took place in downtown Salt Lake City, since the CIA representative interviewing possible applicants for employment with CIA changed the location of the interviews. The April Committee also abided by the ground rules set up for its happening on the University of Utah campus in April, 1968, even though there were elements from the hippie - Bureau (REG. This office also obtains some coverage of this group through established sources in nonacademic posit tions at the University of Utah, Salt Lake City, Utah, and through a review of student publications of that university. A specific assignment has been made in this office for the obtaining of adequate informant coverage of the AC. This will include contact with Armed Service intelligence agencies, as suggested by the Bureau by airtel of 6/6/68, entitled "INVES- TIGATION OF THE NEW LEFT." In connection with the development of informants, counterintelligence potentialities will be carefully evaluated. Coverage of the SFP has been obtained through estab- lished sources in 'nonacademic positions at USU, Logan, Utah. There is no certainty that this group will continue during the school year 1968-69. A specific assignment has been made for the obtaining of suitable informant coverage in the event this. group continues. On the basis of past indications, it appears the potential for violence at universities or colleges in Utah is not great. The only two such institutions which have New Left activities are the University of Utah, Salt Lake City, and USU, Logan, Utah. Up to the present time those associated with such activities have been willing to abide by agreements with administration officials at these schools with respect to the extent of the activities in which the organizations can engage. This has resulted in peaceful demonstrations where demonstra- tions took place, and there have been no attempts to take over buildings or otherwise engage in open confrontation. There are no presently visible ringleaders who appear to lean in the other direction. The fact that [REDACTED] attended the Students For A Democratic Society (SDS) convention in Michigan early in June, 1968, obviously raises the question with respect to violence, since SDS has been prominent in violence at other universities. [REDACTED] has not in the past been known to advocate the use of vio- lence. The demonstration was generally orderly and was followed by a panel discussion. The demonstration and the discussion opposed the manufacturing and use of napalm on moral grounds. Two faculty members participated in the panel discussion. SFP ran a slate of candidates for stu- dent offices in May, 1968, but all were unsuccessful.
