The following is the current status of this program in the San Antonio Division: 1. SA100-10510 By communication 3/20/69, San Antonio requested Bureau authority to write a letter to the President of the University of Texas (UT) under San Antonio's Bureau- approved fictitious name and F. O. Box complimenting the President of the University for taking such a firm stand in barring the Students for a Democratic Society (SDS) from holding a meeting on the campus. It was pointed out pressure was being exerted against UT President to back down and change his decision regarding the SDS's use of UT facilities. By communiation 3/28/69 Bureau denied authority for mailing this letter. By communication 4/17/69 the Bureau and Memphis were advised that information had been received from the San Antchic eTexas that the Southern Student Organizing Committee (SSCC) had mailed, from Nashville, Tennessee, a publication which the school officials of the Northside Independent School District felt was obscene. It was further learned that the mailing of this publication was done under non-profit organization postal permit. This matter was referred to the Memphis Office to contact Postal Inspectors in an attempt to ascertain whether or not there was a violation of postal regulations. San Antonio felt that this was a golden opportunity to institute a counterintelligence program to hamper SSOC in its mailings. By communication 5/9/69 the Bureau was advised that the established source at the UT, a retired FBI Agent, and who has been extremely helpful under this program, advised he was endeavoring to have the school regulations changed which requires that a request for the use of a facility at UT be submitted 6 days prior to the now required 3 days. -2- SA 100-10510 C O The thought behind this matter was that this would give the established source additional time to do some checking on the individual or organization seeking the use of UT facilities prior to granting authority to use same. Such a tactic would prevent New Left and other such organizations from using facilities at the UT. San Antonio feels that this tactic has some merit. By communication 5/21/69 San Antonio advised Columbia and Kansas City that an investigation was being conducted regarding a coffeehouse near Ft. Hood, Texas. San Antonio desired information from Columbia and Kansas City as to the successes they might have had under this program in closing down such coffeehouses. It was learned from Kansas City, by communication 6/5/69, that a coffeehouse near St. Leonardwood at Waynesville, Missouri, went out of business when this establishment's insurance was canceled following numerous minor acts of destruction caused at this establishment reportedly by members of the U. S. Army and local residents who opposed this establishment. San Antonio is looking into this matter as it pertains to the coffeehouse near Ft. Hood, Texas. By communication 6/4/69 San Antonio furnished the Bureau and Houston a document issued by the Texas Manufacturers Association which was a document directed at published reports regarding SDS plans for a work-in at manufacturing plants. San Antonio felt that this document could be effectively used under this program. PENDING COUNTERINTELLIGENCE ACTION Relet pointed out that Bureau authority had been sought to prepare anonymous letters to be mailed to the parents of [REDACTED] and to the parents of [REDACTED]. It is to be noted that these 2 individuals were living together without benefit of marriage in the Ft. Hood, Texas, area and were involved with the coffeehouse near Ft. Hood. By communication 3/24/69 the Bureau approved the preparation and mailing of these letters which was done. It has recently been learned that these 2 individuals have moved to the West Coast and leads are presently outstanding to verify this information. If investigation verifies that these 2 individuals have moved to the West Coast, this will have been most successful. By communication 4/14/69 it was reported that 12 Cornell University students had been arrested on 4/3/69 by the Cameron County Sheriff's Office at Brownsville, Texas, swimming in the nude after they had attended an SDS Conference in Austin, Texas. Photographs of the 12 persons arrested have been obtained and have been forwarded to Albany who is conducting investigation regarding some of these subjects. These photographs were furnished to Albany to be used in a possible COINTELPRO of the Albany Office. By communication 6/5/69 San Antonio requested Bureau authority to use a Bureau-approved fictitious name and Post Office Box in writing a letter to the Editor of The Daily Texan, UT daily newspaper. The contents of -4- C C SA 100-10510 this letter had to do with an article that appeared in the Daily World regarding a recent SDS Conference held in Austin, Texas. Bureau approval is pending the sending of this letter. 3. TANGIBLE RESULTS By communication 3/20/69 the Bureau was furnished a copy of a bill passed by the Texas Legislature regarding disruptive activities in connection with public schools. This document was furnished the San Antonio Office by a retired FBI Agent who is an established source at the UT. It is believed that information furnished by the San Antonio Office to this source at the UT was in The page is a declassified FBI memorandum from the San Antonio field office, dated June 10, 1969. By communication 5/1/69 Bureau authority was requested to submit a letter to the Daily Texan using San Antonio's fictitious name and Post Office Box for this program, pointing out some true facts left out of an American Civil Liberties Union (ACLU) letter that was printed in the Daily Texan dealing with the banning of SDS from the UT. The Bureau approved the writing of this letter and the letter appeared in the 5/15/69 issue of the Daily Texan. On 4/11/69 it was learned that The Fag, an SDS underground newspaper, published in Austin, Texas, had been printed in the past by a printer in Seguin, Texas. -5- SA 100-10510 It was further learned that the printer in Seguin, Texas, had refused to publish any editions of this paper. It is believed that the refusal by the printer to publish this newspaper was the result of a Bureau investigation on another matter in conjunction with the local police at Seguin, Texas. 4. MISCELLANEOUS As relet pointed out, the bold and sophisticated operation launched under this program in having the SDS blocked from holding their meeting at the UT shows that this program is an effective weapon in counteracting the New Left. As the Bureau was advised by San Antonio letter of 4/3/69 [REDACTED] the University's stand in barring SDS, University officials have been praised for taking such a stand. Among other things, the Texas Legislature has passed resolution commending the University for their action.
