San Diego requested authority to mail, through YSA P.O. Box, copies of leaflets to the six YSA activists involved. San Diego also requested authority to have copies of leaflets posted on various bulletin boards on campus of San Diego State College. This group holds meetings for themselves and the Socialist Workers Party (SWP) on campus. On 1/6/71, a letter from of the National Office of the SWP, to all members of SWP and YSA entitled "Report on Membership Policy Given to Policy Committee of SWP refers to a change of policy allowing homosexuals to be considered for membership in SWP and YSA. The report specified that they should be taken into the party and membership divided on an individual basis. San Diego received a copy of this letter to all members from on 1/15/71. It is noted that YSA in San Diego, was recently arrested on a felony charge a member of for committing an abnormal act with a Negro male in a public place. POTENTIAL COUNTER-INTELLIGENCE ACTION The People's Commune housing a group of individuals who print the "San Diego Street Journal", an underground type newspaper in San Diego, continues to be an appropriate target for counterintelligence operation. The Bureau has been previously advised that the commune was located in the 3200 block of Second and Third Avenues in San Diego and that they had moved to 2412 J Street, San Diego. They have now moved out of 2412 J Street and are living at various locations. The Young Socialist Alliance (YSA) at San Diego State College (SDSC) in San Diego is allied with the Student Mobilization Committee (SMC) in planning anti-war and anti-establishment activities. This group appears to be in the process of becoming more militant and there have been some indications that they might be gathering, or attempting to gather, weapons. These two groups have good potential for counterintelligence operation. The Students for a Democratic Society (SDS) in San Diego remain as a potential for counterintelligence The document is a single page of typewritten text, with several areas redacted in black. The header indicates "SD 100-14259". There are two significant blocks of redaction: one in the middle of the first paragraph, and another near the end of the first page, obscuring specific names or identifying information. SD 100-14259 The Movement for a Democratic Military (MDM) at 519 Freeman Street, Oceanside, California, is also a radical: anti-establishment organization which continues to be a target for potential counterintelligence action. It is noted that PATRICIA SUMI, one of the organizors of MDM, recently travelled to North Vietnam and Moscow in the company of ELDRIDGE CLEAVER. B. PENDING COUNTER INTELLIGENCE ACTION At the present time is becoming more closely associated with individual members of the SDS group at UCSD in San Diego in an effort to tone down and modify their activities more in line with that of the old Communist Party which has seldom been involved in activities such as bombings and violence. The San Diego Office continues to furnish the San Diego Police Department information at any time such information can result in the arrest of members of the various groups listed above where they become involved in illegal activities. Through close cooperation with local law enforcement intelligence agencies, local law enforcement is kept advised of planned activities of these groups and many acts contemplated by them can thus be stopped. For example, during a recent demonstration in San Diego, radical members had planned to take some action against flags located along the route of their march. As the result of intelligence information furnished to local law enforcement agencies, officers were stationed in such locations that they could observe and take action should any of the flags be defaced. As a result the radicals were completely frustrated stating that they could not plan anything without law enforcement officers knowing in advance. Violent counterintelligence action such as breaking windows in homes and offices has been taken against radical groups in San Diego for should any of the flags be defaced. As a result of this type of activities these groups have a difficult time renting space for offices or for communal type living. In view of this counterintelligence activity being taken against these groups by unidentified. individuals, the San Diego Office is not planning this type of counterintelligence at the present time, but continues to watch for opportunities to frustrate these groups through the passing on of intelligence information and through possible means which might interfere with their financial situation which at the present time is at a low ebb. 2 - SD 100-14259 Any specific counterintelligence action to be taken by the San Diego Office will be submitted to the Bureau for approval prior to taking such action. C. TANGIBLE RESULTS At the present time in San Diego it appears that groups are having a difficult time rallying support for their activities by any except hard core radical elements. A "stop the pig" demonstration on 10/3/70 directed against the San Diego Police Department was only able to get slightly more than 200 persons. It is expected that demonstrations in the future will rally more persons due to the backing received from students now assembled at the various colleges. The People's Commune has been forced to vacate their communal type residence through counterintelligence action which has made it difficult for them to satisfy their landlords. YSA has been held to a small group of individuals at SDSC. The SMC is having financial difficulties as are the other groups, and it appears that action taken against these various radical groups in San Diego by law enforcement and other unidentified persons has kept these groups in a state of confusion and financial disaster. Re San Diego letter to the Bureau 10/31/69. POTENTIAL COUNTER INTELLIGENCE ACTION The Students of the Independent Left (SIL) is no longer active at colleges in San Diego. Two of the leaders of this group have become involved in the publication of a weekly underground newspaper called The San Diego Street Journal. These groups, including the Weatherman faction, are presently attempting to stage a comeback and become organized in the San Diego area. A chapter of the Young Socialist Alliance (YSA) exists at San Diego State College (SDSC). A group called the Student Mobilization Committee has been active at SDSC in anti-war and Vietnam moratorium activities. New groups such as the Movement for a Democratic Military (MDM), the Green Machine, and people associated with underground type newspapers published for the military service such as Duck Power and Attitude Check have recently become active in San Diego. All of the above organizations represent a potential for counterintelligence action at this time. B. PENDING COUNTERINTELLIGENCE ACTION The commune publishing the San Diego Street Journal and persons publishing another underground newspaper called the San Diego Door to Liberation have been subjected to considerable harassment during the past six months. This includes breaking into both of their offices with considerable destruction of machines and equipment, items being thrown or shot through windows and doors of offices of the newspapers and the commune itself, the theft of 2500 copies of the San Diego Street Journal, the burning of an automobile parked in front of the commune, and many other harassing incidents such as threatening telephone calls, theft of records, etcetera. As a result of this action, the San Diego Street Journal and The Door have The page is a declassified FBI document, likely a teletype communication. As a result of this action, the San Diego Street Journal and The Door have published a large number of articles which were critical of the San Diego Police Department for not solving crimes against these groups and members of the groups have contacted the California Department of Justice and other law enforcement agencies in an attempt to force the police department to solve these harassing incidents. In view of these incidents, it does not appear that counterintelligence action against this particular group at this time would be wise due to the possibility of becoming involved with other incidents that have taken place. The SDS, including the Weatherman faction are attempting to become organized in the San Diego area but at this time are ineffectual and are causing little or no trouble in the community. The San Diego Office is attempting to heavily infiltrate these groups with informants at the start of their organizing activity and should they progress to the point where they begin to assert their influence on schools and the community, the San Diego Office will recommend counterintelligence action to be taken against these groups.
