An analysis of the New Left movement within the Springfield Division indicates that the activities of these groups are relatively minimum. Several of the groups which have attempted to organize have been un-successful due to the lack of participation and interest. There are no Key Activists in the New Left movement within the Springfield Division, therefore, the driving force to agitate persons to organize the new groups is not pre- valent. In order to disrupt the New Left groups which are semi-active within the Springfield Division, the following recommendations are being proposed: 1. The use of reliable sources and informants who are active in the New Left movement organizations. These sources and informants will be utilized to plant the ideas within the minds of the members and officers of the groups that the FBI has requested police officers to apply for membership with the organization. Police officers would not actually be used in this capacity but the membership would be very suspect of many new members attempting to join the group and would begin suspecting each other of being informants. 2. Make pretext calls to members of the New Left organizations. who are obviously of weak character advising them that selected officers of the organization are informants for law enforcement agencies. The University police quelled the uprising and prevented entry into University buildings. Police arrested two Negro students on charges of disorderly conduct. A group of students calling themselves "Coalition Reform" have been seeking unlimited hours for female students, unrestricted vehicle privileges, and more representation in University policy. 100-4496-98-52-2. President D. W. MORRIS issued a statement on 5/8/68 indicating that any violation of University regulations would result in suspension of students. The situation was not racial in nature but was a culmination of several events, including Viet Nam protest, the bombing of a building on campus, cancellation of a proposed appearance of STOKELY CARMICHAEL by University officials, and a statement by the University president that the University would not tolerate any actions from any individuals of minority groups interfering with the legitimate rights of others or the normal processes of the University. These six students were bound over for Circuit Grand Jury action, being charged with mob action. An expulsion hearing was conducted on 5/28/68 and again on 6/4/68, and nine students identified as being involved in the mob action at the President's Office on the night of 5/28/68 have been expelled permanently from SIU,…. Carbondale. As a practical matter, the Board of Trustees are the controlling influence on most college campuses. In most instances, the members of the Board of Trustees are not aware of the present trends of the New Left organizations and the specific connections between them and the Communist Party ..members and communist front organizations. It is recommended that a document suitable for dissemination be prepared and sent to all Boardsof Trustees revealing this connection between the New Left organizations and the communist movement within the United States. In this way, the Boards of Trustees would know the attitude, philosophy and trend of the New Left groups and would be much more strict on these organizations. Since the members of the Boards of Trustees do not know the connection between the communist movement and the New Left organizations, they have adopted a lackadaisical attitude concerning the control of these groups. It is felt that the most effective method of combating and disrupting the New Left organizations is through the Boards of Trustees and college administrators. Through the information furnished administrators, as outlined above, students can be expelled for disorderly conduct or other activities of the students which would eliminate the agitator and the problem of the New Left organizations. C C CHARACT 'IZATION DENTIAL STUDENT'S FOR A DEMOCRATIC SOCIETY The Students for a Democratic Society (SDS), as it is known today, came into being at a founding convention held at Port Huron, Michigan, in June, 1902. The SDS is an association of young people on the left and has a current program of protesting the draft, promoting a campaign for youth to develop a conscientious objector status, denouncing United States intervention in the war in Vietnam and to "radi- cally transform" the university commity, and provide for its complete control by students. Gus Hall, General Secretary, Communist Party, USA, when interviewed by a representative of of United Press International in San Francisco, California, on lisy 14, 1965, described the SDS as a part of the "responsible left" which the Party has "going for us." At the June, 1965, SDS National Convention, an anti-communist proviso was removed from the SDS constitution. In the October 7, 1966, issue of "New Left Notes," the official publication of SDS, an $18 spokesman stated that there are some communists in SDS and they are welcome.
