Principal organizations involved in this movement are as follows: (ACTION); Action Committee to Increase Opportunities for Negroes Students for Democratic Society (SDS); St. Louis Draft Resistance (SLDR); The Committee to Support Draft Resistance (CSDR). ACTION is basically a racial type organization. It consists of a small group of individuals who split from the St. Louis Chapter of the Congress of Racial Equality (CORE) several years ago in belief that CORE was not sufficiently militant. Its activities are irregular, depending almost entirely on its chairman Communist Party efforts to cultivate him have so far appeared unsuccessful; however, some influence is exerted through ORVILLE LEACH, veteran Communist Party member, who is chairman of the Community Relations Committee of ACTION. An immediate Counterintelligence Program concerning the latter three organizations would be restricted because these organizations are all campus-type organizations and Washington University and St. Louis University will close for summer vacations in the first week of June. The feeding of well chosen information to the St. Louis Globe Democrat, a local newspaper, whose editor and associate editor, are extremely friendly to the Bureau and the St. Louis Office, has also been utilized in the past and it is contemplated that this technique might be used to good advantage in connection with this program. With specific regard to the St. Louis Draft Resistance, which is a one-man organization headed by [REDACTED] a Washington University graduate student, the following circumstances occurred: [REDACTED] turned in his Selective Service draft card at a public meeting on [REDACTED] Investigation at his local board determined that a few days later he wrote to the board requesting a duplicate card. If this type of information could have been publicized, it might have pointed out the insincerity of [REDACTED]. Nothing, however, was done at the time because of the confidential nature of draft board records and the fact that publicity may have jeopardized prosecution presently pending against [REDACTED]. Reference St. Louis letter listed four organizations involved in New Left activity in St. Louis. It is believed that the Action Committee to Increase Opportunities for Negroes (ACTION) should be eliminated because this organization, which is a splinter group from CORE, is actually primarily interested in racial type matters and is not subversively orientated. The St. Louis Draft Resistance and the Committee to Support Draft Resistance have had no formal organization and for that reason St. Louis has no information to report that would fall within the three categories under which

SDS was active at Washington University in St. Louis and had attempted organization of chapters at Southeast Missouri College at Cape Girardeau, Missouri and at St. Louis University in St. Louis. Its efforts in these latter two schools was not successful and it never became a going operation in either of them. These three schools are now closed for the summer and all activity in so far as SDS has ceased to exist. This is further borne out by an editorial appearing in the [REDACTED] issue of "Student Life", Washington University official student publi- cation in which it is stated that [REDACTED] and other leaders of the "New Left" are leaving the campus in June. This article points out that it is not known what the next year would bring at Washington University with a complete change of leadership. In answer to the headings set out in reference Bureau letter - 1) False Allegations of Police Brutality: The only incident that has come to the attention of the St. Louis Office involving students at Washington University wherein allegations of police brutality were made involve the arrest of 8 Washington University students on 12/8/67 during a visit to St. Louis by Vice-President HUBERT H. HUMPHREY. These 8 students had appeared at a church where Mr. HUMPHREY was to visit and were carrying "McCarthy for President" placards. These individuals were asked by the St. Louis Police Department to move to the opposite side of the street but refused to do so and were taken into custody. They were subsequently released without charges having been placed against them. There was no indication that these individuals were members of SDS or part of the "New Left" activities at Washington University. These individuals, all subsequently represented by counsel, have filed law suits against members of the St. Louis Police Depart- ment alleging false arrest and police brutality. The outcome of these actions has not been resolved. [REDACTED] has advised that he is not aware of any other instances where students have alleged police brutality involving the St. Louis Police Department. [REDACTED] and are matters that are generally not disseminated outside of the Department. It would appear that in this instance the allegations against the Police Department were not provocated. Because of the circumstances involved and the length of time that has elapsed since the occurrence of the arrest it does not appear that this information would be suitable for release to friendly - 2 - SL- 100-21213 news media as a disruptive tactic against the New Left movement. 2) Immorality: St. Louis has no information under this category involving any of the principals who have been identified with SDS at Washington University. Chief [REDACTED] in whose city a number of Washington University students, who were associated with "New Left" activity, reside, stated that there had been some allegations made to his Department indicating that these individuals, which included [REDACTED] and [REDACTED] , were engaged in having weekend marijuana parties in their apartments. He stated that on one occasion his Department had raided the apartment of [REDACTED] and although there were a number of students present listening to phonograph records, there was no indication that any of them had been

He said that all of the information along this line received by his Department was only hearsay and there were no facts to substantiate them. 3) Action Taken by College Administrators: There are two examples involving action taken by schools with regard to so-called student and faculty efforts to promote "New Left" activities and to promote "academic freedoms on campuses". Southeast Missouri College, a State of Missouri institution, received considerable publicity in the local Cape Girardeau press and in the "St. Louis Post-Dispatch", a daily St. Louis newspaper, during April, 1968, when the President of the college, Mr. MARK F. SCULLY, announced the dismissal of 8 professors connected with that college. This dismissal actually consisted of a refusal by the college to renew their contracts for the ensuing year. It was alleged that these individuals were dropped by the University because of their "liberal statements" and because at least two of them were reportedly interested in attempting to sponsor an SDS chapter at the University. These two individuals were [REDACTED] and [REDACTED] . Although there was considerable dissension on the part of some of the faculty members and students Dr. SCULLY stood fast in his position and was ultimately backed up by the Board of Regents. In contrast to this action an article appeared in the May 20, 1968 issue of the "St. Louis Post-Dispatch" in which it was pointed out that the Washington University through its - 3 - [REDACTED] SL 100-21213 Chancellor, THOMAS ELLIOTT, had reached an agreement with Colonel whereby members of that Department would not attempt to come onto the University's campus for intelligence purposes or to have its members attend student-sponsored affairs without the specific request from the Chancellor indicating that their presence was needed in order to maintain law and order, According to this article, student assembly, and Professor [REDACTED] who has been active in the St. Louis Civil Liberties Union, were behind the agitation requiring that the school state its policy with regard to the presence of police officers on the campus. The only exception to this would be the fact that one, [REDACTED] , who was involved in much of the SDS activity on campus during the spring of this year, has been described as an SDS coordinator sent to St. Louis from the National SDS Office. St. Louis will remain alert for any information falling within the above three categories when universities in this division reopen and when any "New Left" activities at these institutions are attempted.
