This box contained approximately nino hundred, 3" x 5" cards that the source described as tho entire list of all dues-paying MUC members. The cards contain name, address, rad in most cases, the date cues were last paid (and on soso, the amount of this payment). Further, many of the cards reflect the educational institution with which the individual is affiliated. It should be emphasized that no one observed the source remove the box. WFO is presently preparing on LIM incorporating the day to day events of the conference and the information that was found on the cards the source obtained. The LEI will show Los Angeles as its place of origin to further protect the source's identity, UACD. The availability of this NUC membership, with financial records, offers several good possibilities for counter-intelligence programs. Enclosed for the Bureau are four copies of a pro- posed counterintelligence letter to be directed to SMC campus chapters throughout the U.S. WFO is retaining an original copy of the letter which, if approved, is suitable for reproduction by the mechanical section. An appropriate number of plain white envelopes and stamps, will be purchased by WFO with funds under SAC authority. It is anticipated that 100-150 copies of the letter will be mailed. on 3/31/70 advised that the SMC mailing list is quite voluminous with individuals and organizations intermixed. A separate index card box is maintained in the SMC safe and is not readily accessible. WFO feels that the difficulty in obtaining this list could jeopardize the source and therefore is not warranted. S. will be decided! The student affiliates of the SMC in Washington, D. C. are at this moment breaking their ties with the YSA dominated national office. To long have the students been the unwitting pawns of both the liberal establishment and groups like the Young Socialist Alliance. Only by a complete break from the YSA's domination of our national office can we hope to properly direct the student power of the SMC against injustices in society and on campus rather than lending our implicit support to the formation of a socialist society in the U. S. Those of you who attended our national conference in Cleveland last February are fully aware of the YSA domination mentioned. We would be remiss if we forgot that (a YSA member who never finished college) was forced upon us as the leader of the country's largest student organization. Who can forget the typically democratic vote (by YSA standards) which consisted of: "All in favor of [REDACTED]" and "All opposed to [REDACTED]". Why were we so naive as to be rail- roaded by a close knit group of socialists who have no real effect on the current movement in America? The reason is that they organized for the conference and were in leadership positions in which they could control the elections. It is not that the student community is made up of poor losers, but rather that we have trouble sleeping with the realization that we are being used. How else are we being used? Here are some examples: 1) SMC national office staff are almost entirely non- students, college dropouts and YSA members. The YSA defends this by saying that the job requires "a level of maturity and experience" not common to college students "devoting their primary energies to learning about themselves and the world about them". (Sounds like parents, pigs, the entire establish- ment system, don't it!) [ILLEGIBLE] 190-449678-53 2) Our contributions to the national office are spent on such miscellaneous items as YSA salaries, equipment and supplies (which are available to the YSA but not the Washington Regional SMC). 3) This document is a declassified FBI file related to COINTELPRO. Hoe do we propose to end the YSA domination? First, we are determined to retain the SMC as a leading voice in student and national affairs. It is our organization and was not created by the YSA. Second, we are calling for new regional elections to insure that students constitute a 90% majority of the SMC leadership (we will not be exclusive and will allow non-students into membership but must limit their leadership participation in order to insure that the SMC remains a student organization) Until plans for such new elections are formulated we request that all student contributions be fully utilized on the local level. This will have a twofold effect; it will stre- ngthen SMC influence on local campuses and in local areas and at the same time will show the YSA that the students mean busi- ness. Money (or the lack of it) really talks, even to a socialist! The change must be made! Change will be difficult but if we can't change and control our own organization, how can we ever hope to change society, much less control it? We want to hear your suggestions, agreement, disa- greement or apathy. There is work to be done and time is important. This rela- tionship has also provided WFO with two Bureau approved, sources one of which was converted from a PSI to [REDACTED]. Prob. The other source remains a CS. Another advantage this program has provided is the breaking up of certain communes when it was agreeable to the best interests of the realty company and the Bureau. This program has enhanced the fear that many of the new left people have in those around them, and this fear has manifested itself in dissension and mistrust. This program has also provided benefits in that certain activities of WFO sub- jects have become more familiar to the case Agent handling that subject. WFO has also increased its informant coverage in the new left field through an organized program of contact- ing returning servicemen and more mature college students. This program has produced tangible benefits by providing WFO with informant coverage in new and broader areas. TANGIBLE RESULTS OF COUNTER INTELLIGENCE ACTION As has already been indicated in the previous section, tangible benefits in the various programs undertaken by WFO have been evident through the closing of several of the communes in the area, the increased informant coverage, and the removal of WFO subjects from the District of Columbia welfare roles. The fact that no major new left group has made WDC its main base of operation has hampered the creation of a concerted action against any organization, but WFO will remain alert to any possibilities in this respect.
