Sullivan Hirs FROM [REDACTED] SUBJECI GROUPS SEEKING INDEPENDENCE FOR PUERTO RICO COUNTERINTELLIGENCE PROGRAM (SUBVERSIVE CONTROL SECTION) PURPOSE: To recommend that authority be granted to the San Juan Office to mail an anonymous letter to selected members of the Nationalist Party of Puerto Rico (NPPR) denouncing its cooperation with [REDACTED] the President of the Liga Socialista Puertorriqueno (LSP), which is a militant Marxist independence group. DETAILS: [REDACTED], a key figure and Security Index subject of the San Juan Office, was formerly an officer of the NPPR who was expelled in 1943 by Pedro Albizu Campos because of his communist activities. In recent months, [REDACTED] has been a featured speaker at NPPR ceremonies and a merger of the LSP and NPPR is currently being considered. The proposed letter emphasizes that the NPPR is' dishonoring the memory of Albizu Campos by cooperating with [REDACTED] a communist who he personally dismissed from the party. In this regard it is noted that Albizu Campos although a militant independentist was a strong Catholic and adamant in barring communists from the NPPR. ACTION: EX-108 REC-637313 The attached letter is being sent to the San Juan approving the mailing of the suggested anonymous letter. Enclosure 12/1967 106-99124 1-100-335202 (Juan Antonio. The image displays a heavily textured page, typical of aged paper, with some visible damage from staples or holes. Handwritten annotations are clearly present: "105-93124" and "see 5 (204-263)" are written in the lower left quadrant, while "Puerto Rico" is written in script in the upper right. There are no official stamps, forms, photographs, or signs of surveillance methods. The texture of the paper itself suggests it is an older document scanned for archival purposes.
The document is a U.S. government memorandum, likely from the FBI's COINTELPRO operation, given its subject matter. It features a typed memorandum with several handwritten annotations and corrections. There are also official stamps and routing information, though these are partially obscured or illegible in some instances. Large black redactions are present, obscuring names and other sensitive information, suggesting a focus on clandestine operations and informant activity. The document appears to be part of a larger file, with additional handwritten notes and a "CONTINUED - OVER" notation indicating further pages.

This page is a typed memorandum with handwritten annotations. The memorandum, dated with an internal reference number "105-93124", discusses "GROUPS SEEKING INDEPENDENCE FOR PUERTO RICO" and the "COUNTERINTELLIGENCE PROGRAM." Two circular punch holes are visible at the top, indicating it's from a bound document. Below the main text, there are three distinct handwritten annotations in blue ink: "Tug", "wir", and "weys." To the right and slightly higher than "weys," a circular doodle with a line through it is also present. A blurred, dark, rectangular stamp-like mark appears on the right side of the page, partially obscuring the typed text. At the bottom, centered, is a page number "-2-". The top and bottom edges of the page display dense, textured patterns characteristic of document archival.

The page is a scanned, black-and-white document with a grainy texture, indicating it's a photocopy of an original. At the top, there are what appear to be two circular official stamps, partially obscured. To the right, a handwritten date "12/14/66" is visible, along with a large, illegible handwritten signature in the upper right quadrant. There are also several handwritten notations and symbols scattered throughout the document, including a circled "4" and a bracketed "L" shape in the lower left. Portions of the document are obscured by ink or shadows, with some text being illegible due to the document's condition.
This scanned document page is primarily text-based, with no photographs, forms, wiretap logs, or charts. The most prominent visual elements are the text itself, which appears to be typewritten with some possible ink or pencil smudges, and a few small, dark circles that may be remnants of a stamp or punch holes. There are no handwritten annotations or marginalia visible that would indicate additional notes or modifications. Some areas of the text are slightly faded, suggesting the age of the document. Overall, the page is a straightforward presentation of typed information, with minimal visual complexity.

The image is a scanned document page that appears to be a memo or directive from the FBI. Visually, it is characterized by text, handwritten annotations, and some visual artifacts indicative of its age and handling.
Here's a breakdown of the visual elements:
**Textual Content:**
* **Typewritten Text:** The majority of the page consists of typewritten text, presenting an official directive from the "Bureau authority." The text is mostly legible, although some words are slightly blurred due to the scan quality or the original document.
* **Page Numbering:** A page number "- 3 -" is visible at the bottom center of the page, indicating it's part of a larger document.
* **Document Identifier:** At the top left, "BJ 105-3353 Sub 1" appears to be a document control number or classification.
**Visual Artifacts and Annotations:**
* **Hole Punches:** Visible at the top edge of the page are several circular hole punches, suggesting the document was originally part of a binder.
* **Ink Marks/Stains:** The page exhibits numerous dark spots and smudges, likely from ink bleed-through, age, or handling. Some of these obscure parts of the text.
* **Smudged/Darkened Areas:** There are several dark, splotchy areas that obscure portions of the document. One notable area is towards the top, just above the beginning of the typewritten text, which appears to be a deliberate shading or marking. Another is a horizontal band of dark marks across the upper portion of the page.
